About the Author

good results, but unfinished

Levy was the Mexican minister who ran a vital government program, Progress Opportunities. It tackled the endemic problem of poverty in Mexico. Unsurprisingly, Levy's tone is quite upbeat. What else is he likely to say? Think perhaps of books just out by candidates for the US Presidency.

But Levy's book does have a lot of substance. It will never be a best seller. Let's make that clear. It is a dry read, of the ilk that thrills economists. Replete with tables of statistics and much data analysis. To give the man his due, the quantitative results are impressive. Since 97, Mexico has made significant headway in reducing longstanding poverty.

To Levy's credit, he does not claim the job is done. The book does offer the hope that finally, Mexico can start of break out of a cycle of poverty that has afflicted generations of its people.

A thought out anti-poverty program that has an end in view, that address,
most issues, and pays for it's self. Well worth your time to read, it's a short book 156 pages.

Few relationships have been as misunderstood as the "strategic partnership" between Russia and China. Official rhetoric portrays it as the very model of international cooperation: Moscow and Beijing claim that ties are closer and warmer than at any time in history. In reality, however, the picture is highly ambiguous. While both sides are committed to multifaceted engagement, cooperation is complicated by historical suspicions, cultural prejudices, geopolitical rivalries, and competing priorities. For Russia, China is at once the focus of a genuine convergence of interests and the greatest long-term threat to its national security. For China, Russia is a key supplier of energy and weapons, but is frequently dismissed as a self-important power whose rhetoric far outstrips its real influence. A xis of Convenience cuts through the mythmaking and examines the Sino-Russian partnership on its own merits. It steers between the overblown interpretation of an anti-Western (particularly, anti-American) alliance and the complacent assumption that past animosities and competing agendas must always divide the two nations. Their relationship reflects a new geopolitics, one that eschews formal alliances in favor of more flexible and opportunistic arrangements. Ultimately, it is an axis of convenience driven by cold-eyed perceptions of the national interest. In evaluating the current state and future prospects of the relationship, Bobo Lo assesses its impact on the evolving strategic environments in Central and East Asia. About the Author

Bobo Lo is the head of the Russia and Eurasia Programme at Chatham House (Royal Institute of International Affairs) in London and a visiting scholar at the Carnegie Moscow Center. He was previously first secretary and then deputy head of mission at the Australian Embassy in Moscow (1995–99). He is the author of Vladimir Putin and the Evolution of Russian Foreign Policy (Blackwell, 2003) and Russian Foreign Policy in the Post-Soviet Era (Palgrave Macmillan, 2002).

The myth of the Sino-Russian strategic alliance

The history of Sino-Russian relations is a long and tortuous one between neighbors that eyed each other with suspicion. To this day, the Russian psyche continues to be affected by memories of the Mongol invasion and fear of the "yellow peril," with images of "barbarian" hordes pouring over the border seared in people's consciousness. For Chinese, Russia was for a brief period a modernizer and ally, but also a threat, as during the border clashes in 1969, which came close to sparking nuclear war. On one side, Russia sees itself as a great power, one which draws ideologically mostly from Western civilization; on the other, China is rising, but its identity is firmly rooted in the Asian tradition and its focus is on domestic development and regional stability.

The long history of mistrust and ideological differences makes Russia and China the least likely of allies. But since the end of the Cold War, the two countries have grown closer and managed to settle, if only temporarily, a number of territorial disputes such as the contentious Russian Far East. Cooperation has increased dramatically in such fields as military procurement and natural resources, while Moscow and Beijing have helped create regional security bodies -- such as the Shanghai Cooperation Organization -- to facilitate coordination and "democratize" international relations.

This is not to say that the process of rapprochement was not without friction. As Bobo Lo, director of the Russia and China programs at the Center for European Reform, argues in Axis of Convenience, the road to convergence was marred by a combination of different expectations, underlying xenophobia and changing global circumstances. Rather than progress smoothly, relations between Moscow and China suffered many setbacks, such as when, in the wake of 9/11, Russian President Vladimir Putin allowed the US to deploy troops in Central Asia without first informing Beijing.

Lo, whose thesis rests on the assumption that international relations are becoming more, rather than less, chaotic, argues that despite the extraordinary achievements in Sino-Russian rapprochement in the past two decades or so, the notion of a "strategic alliance" is pure fantasy. The idea of strategic convergence, of a shared long-term view of the world, Lo writes, requires suspension of disbelief on Russia and China's part, mostly because both countries are looking for different things. Tellingly, despite the closer ties, both have external reference points that give precedence to relations with the US, Europe and to a smaller extent Japan. In other words, if circumstances forced either to choose between good relations with the West or their commitment to the Sino-Russian alliance, both would conceivably choose the former. It is already clear that if China were to attack Taiwan, Russian would be unlikely to jeopardize its relations with the West for China's sake. Similarly, Beijing has been wary of Moscow's adventurism and has kept a safe distance lest support for Russia when its behavior creates instability undermine the image of "peaceful rise" China has been cultivating.

Still, despite the divergences and contradictions, Moscow and Beijing have made grandiose proclamations of friendship and have tended to overemphasize the importance of their alliance. This, in part, has been aimed at the US, whose presence in the Asia-Pacific region and Central Asia is unwelcome by both. Notwithstanding the shared goal of undermining US influence the region, their strategy has given rise to a triangular relationship in which Russia and China threaten each other -- and the West -- to go to the "other side" if they do not obtain favorable terms on a number of political matters. Russia, which sees itself as an "energy superpower," has often played that card on oil and natural gas, threatening to "go East" and cut the flow of energy to Europe. As Lo points out, however, these threats have been more successful in putting Russia's reliability into question than obtaining concessions from the EU or NATO.

What will likely have the greatest impact on the future of Sino-Russian relationship however, is the growing power imbalance between the two countries. Russia is a mere shadow of its former self, and despite its claim to great power status, it is no longer able to dictate outside its immediate neighborhood. It is increasingly ignored by the international community and would be more so if it weren't for its natural resources and nuclear arsenal. China's economic development, meanwhile, has turned it into first a regional, and now global, center of gravity. Its military, while still no match for Russia's, has undergone rapid modernization, thanks in part to Russian arms sales. Moscow, therefore, realizes that an increasingly assertive China risks pushing it further to the periphery, and some sectors of the political establishment are using those fears to score points or stoke nationalist sentiment. One question that is often raised is whether after China completes unification with Taiwan the Russian Far East could be next. Another outlet for Russian fears is the new Great Game that is developing in Central Asia, in which Russia and China are vying to become first among equals.

Increasingly, the once subservient and underdeveloped Chinese are treating Russia as little more than a source of energy. Realistic about the reliability of Russia, however, China has wisely diversified its sources, which means it would have many alternatives to choose from if relations soured again.

What emerges from Lo's useful book is a portrait of a relationship that is far more tactical and predicated on immediate needs than one that is based on and a shared view of what the world should be, which means that changing circumstances on the international scene will severely test its durability. With that, we can expect strategic tension, and perhaps occasional clashes, to characterize Sino-Russian relations for years to come, a scenario that Lo sees as the likeliest.

While not denying the substantial achievements that have been made in recent years, Lo convincingly argues that there is less to the Sino-Russian "strategic partnership" than meets the eye.

Great look at how two powers are transforming a region

Axis of Convenience provides an interesting look at the political strategy of Russia and China in relation to the Far East and central Asia. Bobo Lo considers the modern Russian approach to a multivector strategy that focuses on Europe but also uses areas like the Middle East and China as part of its strategic considerations. While China is a quickly rising power it is still primarily a regional power that seeks influence in the Pacific Rim and Central Asia. Lo considers the rapprochement between China and Russia to be a factor of geopolitical convenience that was necessitated by the decline of the Soviet Empire and the attempt to keep the United States out of Central Asia, or at minimum limit its presence, in a post 9-11 world. Russia's main lever of power against China is not military, as they are outnumbered and not up to the level of technology, but economic related to its oil and gas fields. The specter of a energy hungry China has helped Russia maintain higher prices in Europe and allows for the rising of gas and oil prices against its former vassals in Central Asia. Russia's growing domestic demand is likely to sap more of that oil than the amount going to China but it is a consideration that Russia has utilized very well.

The bottom line of the various strategic partnerships that have been reached by Moscow and Beijing is that they are more talk than substance. While substantial progress has been made when one starts from essentially zero it is easy to make progress. The future is uncertain with where this relationship will go although it appears to be on a good track for gentile cooperation especially if the United States tries to remain in Central Asia. For those looking to understand the power dynamic between Russia and China this is a great book to start with.

M. Hakan Yavuz is Associate Professor in the Department of Political Science and Center for Middle East Studies at The University of Utah. His recent publications include The Emergence of a New Turkey: Democracy and AK Parti (2006) and Islamic Political Identity in Turkey (2005).

JOHN L. ESPOSITO is Professor of Religion and International Affairs and Professor of Islamic Studies at Georgetown University, where he is also Director of the Center for Muslim-Christian Understanding at the Edmund A. Walsh School of Foreign Service. His publications include The Islamic Threat: Myth or Reality, Islam and Politics, The Oxford Encyclopedia of the Modern Islamic World and The Oxford History of Islam.

a timely book

Turkey is known with its peaceful Islamic movements and among them is the Nurcu movement to which Gulen belongs. Although the Turkish political establishment views Gulen's educational activities with suspicion, he preaches tolerance and co-existence in a pluralistic cultural environment. The book appears to be the first study, a compilation of good articles on the movement he leads. Some of the articles concentrate more on his ideas and views than analyzing the movement itself. Particularly noteworthy are pieces by Hakan Yavuz, Yasin Aktay, Elisabeth Ozdalga, Ahmet Kuru, John Voll and Hasan Kosebalaban. Overall the book is a timely study particularly in the context of strong anti-islamic movements around the world, with the rhetoric that Islam breeds violence. The book shows that this accusation is largely false using the empirical case of Gulen movement. It reminds the readers that Islam like any other religion is interpreted in a particular context shaped by political, social and economic conditions.

Content Summary: Fethullan Gulen, and the "Gulen Movement" is the focus of this book. Gulen is Turkish-born, from Erzurum, and began to make an impact as a mosque preacher in Izmir, Turkey. His primary emphasis since then has been educational, and in terms of "Islam and universal ethics." He believes the Creator was responsible for making all peoples, so that Islam must love and include all. Modern, scientific education, and the best, most inclusive values of Islam has been part of his doctrine. While many have criticized his support of the State and Nationalism, he has also been compelled to flee Turkish military authorities that consider him a threat to secular society.

Analytical Review: This is a "non-book" in the sense that it is a compilation of articles by multiple authors with different perspectives. While "non-books" can be very disjointed and disappointing at times, this book proves to be an exception. From reading it even an introductory student can piece together important aspects of Gulen's career, as well as that of Said Nursi, one of his mentors. On the whole an engaging read about a side of Islam that speaks of universal moral values...a side which should be more frequently emphasized.

As a first in this kind of academic attempt, this book is very successfull. The articles especially took my attention are ones from Elisabeth Ozdalga, Ahmet T. Kuru, and Zeki Saritoprak. Elisabeth Ozdalga's research subject is an interesting one which should be expanded in the future. Ahmet T. Kuru's article is compact and very well organized. I liked the conclusion part clever. 4 points explained in detail needs further detailing -which might be a subject for a whole new book-

Good perspectives, a bit repetitious

If you want to get a diversity of views on Pakistan and its politics and how those politics are shaped by a society with a mind boggling number of moving parts then this is a good start. My only criticism is too many academics and think tankers in the mix (maybe there aren't other options for commentary) and so many of the authors drew similar conclusions that it was a bit repetitive.

Bad Apples and Good Bets

Something like 150 years have passed since the emerging industrial economies of Europe began systematically constructing social programs and safety nets. Before that, life was mostly lived at the local level. There was plenty of loss-sharing and charity, but it was usually home-grown and face-to-face.

With an eighteenth century revolution in transportation, inventions proliferated and the market system spread. Cities grew. And so in the nineteenth century emerged the institutions of public health and education; unemployment, welfare and retirement systems; medical insurance; risk regulation; housing and other programs - all designed to enhance living standards of the many and prevent the few from falling beneath a certain level.

In the first half of the twentieth century these social programs became widespread. In the second half, they grew rapidly, until they began to hit a ceiling of some fraction of national income spent through taxes - "Clark's law," conservatives called it for a time, after Colin Clark, a famous empirical economist who postulated in 1945 that there would prove to be a limit of around 25 percent of GNP which could properly be spent through borrowing and taxation. During the 1980s, the law morphed into a limit -- "Lindbeck's Limit" after Assar Lindbeck, the Swedish political economist who conjectured more mildly that such a nebulous constraint on social spending must exist.

Today the existence of a ceiling seems to be a more-or-less established fact. As Samuel Brittan wrote in the Financial Times last week, "[E]ven left-of-center parties now assume that there is little public tolerance for a further increase in the share of tax in national income."

Thus only recently has the debate shifted and serious analytic thinking begun about making social programs work better, more often than not under the banner of neoliberalism. "Hard Heads, Soft Hearts" (Princeton economist Alan Blinder's phrase) was mainly a political slogan for the 1990s. Welfare reforms provided some much-needed content to the program, from their experimental beginnings among the states to the federal welfare reform law of 1996.

Now Peter Schuck and Richard Zeckhauser have given a solid analytic underpinning to the business of reforming the reforms of earlier eras, in a remarkably clear-headed and good-hearted little book, "Targeting in Social Programs: Avoiding Bad Bets, Removing Bad Apples." Schuck, a Yale Law professor, was deputy assistant secretary for planning and evaluation in the Department of Health, Education and Welfare under President Carter. Zeckhauser, professor of economics at Harvard's Kennedy School of Government, has written more than 200 technical papers, most of them about mechanism design.

Together, the pair pretty well exemplify the "militant middle," in the title of one of Schuck's earlier books, except insofar as their ambition to ameliorate social ills through public policy also puts them in the present-day van of the long tradition of American social reform stretching back to Louis Brandeis and Oliver Wendell Holmes.

Schuck and Zeckhauser are leading proponents of what in the realm of social policy are called "targeting" measures. The basic idea is to spend money where it will do the most good. Conservatives dislike targeting because they think that it lends credibility to a "welfare state" they are still trying to abolish. Traditional liberals don't like it because they think it smack of triage - assigning priorities among aid recipients as if they were battlefield casualties with varying chances of survival, and writing off some altogether..

The basic vocabulary developed by Schuck and Zeckhauser underscores the problem. They programs they are concerned with are those that seek to ameliorate the lot of unfortunate, disadvantaged, usually low-income individuals that they call "bad draws." "Bad draws" are party to a social contract that insures them against certain random misfortunes, they say. "That is why the government pays for medical care for the sick, unemployment benefits for those who lose their jobs, and food stamps for those who otherwise would be hungry or malnourished."

But among the population of "bad draws" are two groups whose situations warrant special attention, the authors say. There are "bad bets" and "bad apples." Bad bets are persons who receive benefits from which they are likely to gain little relative to other bad draws - the 90-year-old candidate for a heart transplant, for example. Bad apples are persons whose conduct in the past (and, presumably, the future) is undeserving of a stream of benefits - the drug dealer in a public housing project, the habitually disruptive child in a public school. Bad apples' behavior usually is self-destructive, too, but it is their effect on others with which the authors are principally concerned.

(There are plenty of bad apples among life's "good draws," as well, the authors note - tax cheats, corporate charlatans, loophole-exploiters of all sorts who make life harder and more expensive for others.)

Especially pernicious has been a general unwillingness to talk about the existence of bad apples, amounting to a "conspiracy of silence," the authors argue. Excessive delicacy, they say, is often cited as a means to avoid "blaming the victim," and it hasn't been confined to the discussion of social programs designed to help the poor and disadvantaged.

Italian-Americans refused to admit or many years that the Mafia had become a serious problem; the Catholic Church for many years denied the problem of its sexually-predacious priests. And the 1965 Moynihan Report, with its warning of the disintegration of many African-American families, was a topic of political discomfiture for many decades.

A quintessential bad apple is "Million Dollar Murray," the subject of a two-part profile last winter by Malcolm Gladwell in The New Yorker. A chronic substance abuser, Murray disrupted his homeless shelter to the point he was removed by social workers and installed in a single-room occupancy apartment of his own. When he rendered it uninhabitable, he was moved to another, not only siphoning off resources that might have been applied to better bets, but undermining local support for homeless programs in general.

Wrote Gladwell, "Thousands of people in the Denver area no doubt live day to day, work two or three jobs, and are eminently deserving of a helping hand - and no one offers them the key to a new apartment. Yet that's just what the guy screaming obscenities and swigging Dr. Tich gets. When the welfare mom's time on public assistance runs out, we cut her off. Yet when the homeless man trashes his apartment, we give him another."

If removing bad apples from social programs- from public housing projects, homeless shelters, public school classrooms -- is to become a goal of policy, then it is obviously important to think hard about predictive accuracy and procedural attention. So the authors devote a chapter to describing various mechanisms designed to classify and protect people against erroneous classification. Better information about individuals and screening institutions are the keys, they say.

It's necessary, too, to think hard about what is done for those who are screened out. America is justly proud of its reputation as a land of second, even third chances. Bad apples can't be abandoned entirely, even if they never get any better.

A strange topic for the holidays, you say? Not at all. Improving social programs is one of the great frontiers of twenty-first century politics, along with developing sound macroeconomic, environmental and long-term growth policies. The world of Goldman Sachs, of private equity and hedge funds, of multinational corporations, will, by and large, take care of itself. It is political leadership that is sorely needed.

Adopting targeting practices in social programs that benefit the poor not a matter of abandoning our dreams of equality. It is about recognizing the extent of the various inequalities that have arisen, and making some tough judgments about personal responsibility and interpersonal comparisons of welfare. We've already got a world that is good for rich people. To make it better for the poor and disadvantaged, without undermining public trust in the programs that are designed to help them, means first learning to speak frankly and think /carefully/ about bad bets and bad apples.

With a dry wit and an unsentimental eye, these authors explain why it is so difficult to target public benefits to those most in need, let alone to those who would make best use of public resources. Even as the financial crisis places considerable pressure on the U.S. budget, President Obama will have to spend a great deal of time and money on national security, hard power, and war. How should these competing demands be prioritized? How much money will be needed? How much will be available, and how should it be spent?

Budgeting for Hard Power continues the long and proud tradition of Brookings analysis on defense spending. As with previous volumes, this book examines the budgets of the Pentagon and the Department of Energy's nuclear weapons programs. But Michael O'Hanlon takes his analysis further, addressing the wide range of activities crucial for American security as a result of 9/11 and the ongoing wars. He considers homeland security resources and selected parts of the State Department and foreign operations budgets—offering a more complete overall look at the elements that make up America's "hard power" budget, a concept that he and Kurt Campbell wrote about in Hard Power: The New Politics of National Security (2006).

With future federal deficits projected to top $1 trillion, O'Hanlon calls for Defense, State, and Homeland Security budgets to be as frugal as possible. At the same time, he recognizes that resources should be selectively increased in certain areas to compensate for years of systematic underfunding, especially in certain areas of homeland security, diplomacy, and foreign assistance. In his typically clear and concise manner, O'Hanlon shows policymakers how to wrestle with the resource allocation decisions affecting the national security of the United States.

Michael E. O'Hanlon is a senior fellow in Foreign Policy Studies at the Brookings Institution, where he is research director for the 21st Century Defense Initiative. He is the author or coauthor of numerous books, is the lead author of Brookings's Iraq Index, and is a frequent media commentator on issues of foreign policy and security.
