About the Author

Colin I. Bradford is a nonresident senior fellow in Global Economy and Development at the Brookings Institution and at the Centre for International Governance Innovation. Under President Bill Clinton he was chief economist and head of policy coordination and donor relations for the U.S. Agency for International Development. He is a coeditor (with Johannes Linn) of Global Governance Reform: Breaking the Stalemate (Brookings).

Wonhyuk Lim is director of policy research at the Center for International Development within the Korea Development Institute. He was with the Presidential Transition Committee and the Presidential Committee on Northeast Asia after the 2002 election in Korea. A former fellow with Brookings's Center for Northeast Asian Policy Studies, he has written extensively on development and corporate governance issues.

The frequently quoted statement of the principals themselves contradict the commonly held view that U.S. leaders were unaware of the consequences of their decisions and deluded by false expectations of easy victory. With few exceptions, the record reveals that these leaders were both realistic and pessimistic about the chances for success in Vietnam. Whey they persisted nonetheless is explained in this thorough account of their decisionmaking from 1946 to 1968, and how their mistakes might be avoided by policymakers in the future is considered in the final chapter.

divisive conflicts in the United States, The Irony of Vietnam raised eyebrows. Most critics argued that the country had “stumbled into a quagmire in Vietnam through hubris and miscalculation,” as the New York Times put it. But Leslie H. Gelb and Richard K. Betts, who had reviewed recently declassified White House and Defense Department documents, maintained that policymakers in the Kennedy and Johnson administrations had their eyes open, had based decisions on a thorough knowledge of what was possible on the ground, and knew the cost of action and inaction. Explains Fareed Zakaria in his foreword, those prosecuting the war chose “middle-of-the-road solutions,” for a variety of what seemed reasonable assumptions. The overall tenor of the era that shaped foreign policy—the belief in the domino theory and a strident anti-communism—restricted policymakers’ thinking and prevented a more flexible approach, however. And thereby lies a lesson for today's policymakers

Leslie H. Gelb is President Emeritus of the Council on Foreign Relations and a former columnist at The New York Times, where he was awarded a Pulitzer Prize for Explanatory Journalism. Gelb has worked as a senior official in the State and Defense departments. Richard K. Betts is a professor of political science at Columbia University. He was a Senior Fellow and Research Associate at the Brookings Institution and has taught at Harvard and the Johns Hopkins University's Nitze School of Advanced International Studies. Professor Betts has also served on the staff of the U.S. Senate Select Committee on Intelligence and as a consultant to the National Security Council and Central Intelligence Agency. Professor Betts is a member of the National Commission on Terrorism.

Classic Study of a Foreign Policy Disaster

Younger readers who were unfortunate enough to be raised on Reaganite myths of American power and exceptionalism might wonder how the U.S. ever became mired in and then lost a war in Vietnam, a small country of no strategic or economic significance to any countries except its immediate neighbors. Well, such readers need wonder no more. This is the book for them. It explains how foreign policy elites in Washington saw Vietnam as a test case of containment and not as a civil war between rival Vietnamese factions (the reality). It also shows how DC's ideological tunnel vision was compounded by White House fears of a right-wing McCarthy-ite backlash against Democrats if the U.S. "lost" another Asian country to communism. In other words, little Vietnam was crucified -- some two million Vietnamese were slaughtered -- because of strategic misconceptions and political self-interest in Washington. Irony, indeed. "The Irony of Vietnam" is fantastic. Written by a former DoD insider who helped compile the Pentagon Papers, the book is well-written and incredibly smart on the psychology, politics, cliches, and bureaucratic pathologies of American foreign policy-making. It's a great companion to Halberstam's "The Best and the Brightest." All international relations students and historians of American foreign policy should read it. Six stars.

Excellent analysis of U.S. Foreign policy towards S.E. Asia, post world war II

Since 1945 through 197? the U.S. was in S.E. Asia; firstly financially, then advisory, then militarily. All cold war thinking with an eye on China and Russia to the east. Ho Chi Minh surfaced as the Communist liberator of his country shortly after WW II and, after routing the French at Dien Bien Phu in 1954, his perception as a serious threat to the eyes of the Western World took on more weight. The Domino theory became the sales pitch and American aid increased and increased. America increased support to the corrupt Diem regime in the south and, supported reneging free elections in 1956. Quagmire is an understatement. But, we have to remember, at the time, our leaders were reacting to an unfolding situation and their decisions were shaped by policy and events that were happening then. We have hindsight to benefit from and form our opinions.

Gelb & Betts have painstakingly pieced together hours and hours of research and created a very detailed analysis of Vietnam from World War II through the fall of Saigon in 1975. Their hypothesis is sound and supported concretely with credible sources.

This stuff is fascinating and highlights one major thing, the U.S. could never win given its self imposed limitations and fears concerning S. E. Asia. The U.S. escalated as reaction to the ever increasing power of the Vietcong and, other than bombing, U.S. plans never involved invading the north, Cambodia or Laos. The U.S. never really took control of the situation other than to react. This kept USA on its back foot and denied it the initiative. In a nutshell, the Vietnam war took place on the enemy's schedule and they protracted it knowing the U.S. would eventually tire.

The book is broken into 5 parts:

3. Means: The minimum necessary and the Maximum feasible.

A Superb Book

This is an excellent, balanced, and well-written study of American foreign policy in Vietnam by two unusually able scholars. It refutes the modern mythology that LBJ and/or Nixon "dragged Congress kicking and screaming" into the conflict, and notes that a plurality of New Hampshire voters who supported McCarthy in Feb. 1968 went on to support George Wallace and Gen. Curtiss ("Bomb Hanoi back to the stone age") LeMay in the November election--that is, they were Hawks protesting a "no-win" policy rather than Doves who wanted to abandon South Vietnam to the Communists. Highly recommended.

In Happiness and Hardship, Carol Graham and Stefano Pettinato provide a new conceptual framework for analyzing the relationship between subjective well being and the political sustainability of market-oriented economic growth in 17 Latin American countries and Russia. Several variables—such as marital status, employment, and inflation—are known to influence happiness. Graham and Pettinato have identified other variables that have important effects on how individuals perceive their well being: macroeconomic volatility, globalization of information, increasing income mobility, and inequality driven by technology-led growth. The authors begin by explaining data and measurement problems involved in studying mobility, and they summarize general trends in developing countries. Second, they provide new data on subjective well being for Latin America and Russia. They find that the socio-demographic determinants of "happiness"—such as the effects of age and unemployment—are very similar to those in the U.S. and Europe. They also find that relative income differences have important effects on how individuals assess their well being. Those in the middle or lower middle of the income distribution are more likely to be dissatisfied than are the very poorest groups. Third, the authors find that volatility in income flows can have negative effects on perceived well being, even among upwardly mobile individuals. Finally, the authors explore the relationship between social capital and mobility. They distinguish between participation driven by economic necessity—such as soup kitchens—and voluntary participation in civic organizations. They find that different objectives underlying civic participation can result in different effects on individual mobility rates, on perceived well being, and on aggregate growth. An age-old puzzle is why some societies seem to tolerate significant degrees of economic hardship and yet retain political and social stability, while others break out into violent protest as a result of much smaller economic declines or shocks. Happiness and Hardship sheds new light on factors that can increase mobility and provide new opportunities for low-income people in developing economies, and possibly improve perceived, as well as actual, well being.

The colonies grew out of the same "back to the land" sentiment that led to the development of the first modern Jewish agricultural settlements in Palestine. Founded in 1882, the settlements survived for over thirty years. The community of Alliance's population alone grew to nearly 1000 by 1908.Originally established as socialistic agrarian settlements by young idealists from the Russian Jewish Am Olam movement, the colonies eventually became dependent on industrial employment, based on private ownership. The early independent, ideological settlers ultimately clashed with the financial sponsors and the migrants they recruited, who did not share the settlers' communitarian and agrarian goals.

Jewish Farming Experiment in America has cultural overtones

Few people who review books have at least two additional insights into the story. This book is about the founding of a number of Jewish agricultural colonies in the US in the 1880's. And much of the content is focused on the colony at Norma / Alliance / Brotmansville, New Jersey, where; (1) I was born and grew up in Norma and today, a sister and two brothers live nearby and (2) both my late cousin, Shirley Crystal Goren the granddaughter of a founding member and I were interviewed by the author, Ellen Eisenberg when she was researching this book, while I believe Ellen was a student at Syracuse University. Ellen is related to one of the founders of the Alliance Colony and while Ellen wrote about many other colonies, it is clear to me that her best sources were from our community because of her family roots here. That close family connection I feel enhanced her excellent and diligent gathering of information that I greatly respect and from all that I have read, this book is the single best representation of the story of these early Jewish colonies in America.

This book presents several remarkable social issues that may be difficult for 21st century readers to understand.

The controversial reason for the creation of the establishment of the Norma/Alliance/Brotmansville colony and other colonies in the US in the 1880's, including; early attempts in Louisiana, and Bethlehem, SD, and later in Alliance, Rosenhayn, Lakewood and Woodbine NJ -- the brainchild of wealthy European Jews; Baron de Hirsh, Jacob Schiff - and by the names of Norma's, Alliance's and Brotmansville's streets you can ascertain that organizers and supporters of the cause were people named; Gershal, Eppinger, Levishohn, Isaacs, Rosenfeltd, Muscovitz and honors were given Presidents Cleveland and Harrison with their own streets -- this project was undertaken to help Jews get out of the cities of Europe and improve their image as former traders and shop keepers, to what was then characterized as a more ethical and honest form of work, agriculture. This is a notion that those who buy and sell goods, are not creating goods from the sweat of their work, therefore they are earning income from the work of others. Benjamin Franklin was a proponent of this idea. Franklin called agriculture "the only honest way, wherein man receives a real increase of the seed thrown into the ground in the kind of continual miracle, wrought by the hand of God in his favor, as a reward for his innocent life and his virtuous industry." [Franklin's quote courtesy World of Influence].

European Jews, tired of the difficult and restricted business and lack of work opportunities in Russia, Poland and Galica as well as fear about being taken in the military draft, an enslavement from which few returned - taking them as teenagers to go and fight in wars that they did not even understand, took the offer for a new life as farmers in the new world as a way to climb out of the repressive, anti-Jewish Eastern European environment. Most of the volunteers had no real agricultural knowledge. The only related job experience they had was managing estates, a Gutsbesitzer, estate manager, a job for a literate Jew with basic math and writing skills, a job that involved counting of the owners assets, keeping track of the farm's production and serf labor force. This, as you will note, did not suffice for success in farming in the new world, which came with special challenges, one crop, one or a few payments in late summer was the total compensation for a year's work. In one generation, most of the children, bereft of the desire to get closer to the earth, opened a business or profession in nearby Vineland, Bridgeton or Millville - so much for the great plan.

Wilma Rudolph was born black in Jim Crow Tennessee. The twentieth of 22 children, she spent most of her childhood in bed suffering from whooping cough, scarlet fever, and pneumonia. She lost the use of her left leg due to polio and wore leg braces. With dedication and hard work, she became a gifted runner, earning a track and field scholarship to Tennessee State. In 1960, she became the first American woman to win three gold medals in a single Olympic Games. Her underdog story made her into a media darling, and she was the subject of countless articles, a television movie, children’s books, biographies, and she even featured on a U.S. postage stamp. In this work, Smith and Liberti consider not only Rudolph’s achievements, but also the ways in which those achievements are interpreted and presented as historical fact. Theories of gender, race, class, and disability collide in the story of Wilma Rudolph, and Smith and Liberti examine this collision in an effort to more fully understand how history is shaped by the cultural concerns of the present. In doing so, the authors engage with the metanarratives which define the American experience and encourage more complex and nuanced interrogations of contemporary heroic legacy.

As an athlete whose legacy continues to be invoked 50 years after her greatest triumphs, it is frankly baffling that a book-length scholarly manuscript has not been written to engage Wilma Rudolph’s historical significance. I am delighted that the authors have decided to speak to this oversight. Not only have they chosen to take on Ms. Rudolph’s legacy, but they are also engaging her historical and contemporary significance within the most current and promising shifts within the field: cultural history. (Re) Presenting Wilma Rudolf explores the historical trajectory of stories about the great Olympic track star of the 1960s. The argument that structures the book highlights a variety of ways that particular media work in these constructions. In the end, as the authors clearly argue and demonstrate, these biographical accounts belong as much to those who construct and read them as they do to the person at their center.
