About the Author

Alice M. Rivlin is a senior fellow in Economic Studies at the Brookings Institution and visiting professor at the Georgetown Public Policy Institute. She has been director of both the White House Office of Management and Budget and the Congressional Budget Office, and has served as vice chair of the Federal Reserve Board. Among her previous books is Beyond the Dot.coms: The Economic Promise of the Internet (Brookings, 2001), written with Robert Litan. Isabel Sawhill is vice president and director of the Economic Studies program at the Brookings Institution. She served as associate director of the Office of Management and Budget.

In 1969, The East, a cultural and educational center for people of
African ancestry, was founded by dedicated educators and progressive
activists who came of age during the era of the Black
Power movement. Although Brooklyn was the physical home of The
East organization, its influence emanated throughout New York
City and beyond, touching individuals and groups in the United
States, the Caribbean, Africa, and Asia.
A View from The East represents a second edition of the previously
published Truth Crushed to Earth Will Rise Again by providing
expanded archival research and a contextualizing of the organization
within the African American civil rights and black power movements.
At the heart of The East was Uhuru Sasa Shule, an independent
African-centered school whose curriculum and pedagogy
were rooted in Kawaida philosophy and concepts of education for
self-reliance. In addition, The East became a center for the arts.
On weekends, it served as a literary salon and hosted concerts by
black musicians. Many of the great jazz artists and poets performed
there, as it became a well-known and highly sought-after
venue. With fresh insight and great detail, Kwasi B. Konadu excavates
the legacy of The East, exploring the confluence of cultural
nationalism, education, economic self-sufficiency, and the arts during
the Black Power period. Drawing on extensive interviews and
primary research, Konadu vividly brings to life the people and
events that shaped this remarkable institution and outlines the rich
lessons it provides for future community building organizations.

By his own account, he sought to bend the arc of history toward greater justice, freedom, and peace; within a year he was awarded the Nobel Peace Prize, largely for that promise.

In Bending History, Martin Indyk, Kenneth Lieberthal, and Michael O'Hanlon measure Obama not only against the record of his predecessors and the immediate challenges of the day, but also against his own soaring rhetoric and inspiring goals. Bending History assesses the considerable accomplishments as well as the failures and seeks to explain what has happened.

Obama's best work has been on major and pressing foreign policy challenges—counterterrorism policy, including the daring raid that eliminated Osama bin Laden; the "reset" with Russia; managing the increasingly significant relationship with China; and handling the rogue states of Iran and North Korea. Policy on resolving the Israeli-Palestinian conflict, however, has reflected serious flaws in both strategy and execution. Afghanistan policy has been plagued by inconsistent messaging and teamwork. On important "softer" security issues—from energy and climate policy to problems in Africa and Mexico—the record is mixed. As for his early aspiration to reshape the international order, according greater roles and responsibilities to rising powers, Obama's efforts have been well-conceived but of limited effectiveness.

On issues of secondary importance, Obama has been disciplined in avoiding fruitless disputes (as with Chavez in Venezuela and Castro in Cuba) and insisting that others take the lead (as with Qaddafi in Libya). Notwithstanding several missteps, he has generally managed well the complex challenges of the Arab awakenings, striving to strike the right balance between U.S. values and interests.

The authors see Obama's foreign policy to date as a triumph of discipline and realism over ideology. He has been neither the transformative beacon his devotees have wanted, nor the weak apologist for America that his critics allege. They conclude that his grand strategy for promoting American interests in a tumultuous world may only now be emerging, and may yet be curtailed by conflict with Iran. Most of all, they argue that he or his successor will have to embrace U.S. economic renewal as the core foreign policy and national security challenge of the future.

Fair and timely analysis

Barack Obama spent much time on the campaign trail proposing a dramatic vision to change not only the United States for the better, but also the world.

The candidate outlined a new, multilateral global order with America still leading, particularly regarding hard power, but sharing more burdens with others. There was a strong "anything but Bush" flavor in many of Obama's campaign-trail foreign policies, such as his opposition to the Iraq war, his willingness to pragmatically negotiate with dictators, and his emphasis on a multilateral dimension to American foreign policy. He wanted--at least rhetorically--to bend the arc of history towards justice, freedom, progress, and prosperity.

Has he fulfilled his vision during his first three years in the Oval Office? That is the question addressed by Bending History, a new book that offers a timely and insightful analysis of Obama's foreign policy performance and what he could do if he wins a second term.

Vision and Reality

According to the authors, Obama should be seen as a "progressive pragmatic" or a "reluctant realist." Obama has recognized that America's future will be inextricably tied up with Asia, the most crucial region in the world for American prosperity in the long run. With U.S. troops withdrawn from Iraq and (one hopes) in the process of being withdrawn from Afghanistan, the president called for a "strategic pivot to Asia" last November, a move not only to assert the U.S. role as a Pacific power but also to boost U.S. trade in the region. In his vision for a multi-polar world with the emerging powers sharing more responsibilities, Obama has been trying to get China and India on board to manage the "global commons" through combating climate change and promoting trade and development. Kenneth Lieberthal, the main writer for the Asia section, believes that Obama has pragmatically modified his strategy to maintain at least a functional U.S.-China relationship.

In the Middle East, Martin Indyk and Michael O'Hanlon argue that Obama has strived to balance national interests with American values. Obama's purported desire to promote political freedom in Egypt--the most significant country in the Middle East--overrode the usual U.S. interest in preserving Egypt's peace treaty with Israel. In the case of Bahrain, however, protecting the U.S. Fifth Fleet's access to the Persian Gulf took precedence over the democratic aspirations of Bahrainis. Saudi Arabia made the difference in the treatment between giant Egypt and tiny Bahrain, as the oil-rich Saudi Arabia extended its protective umbrella over the Sunni Bahraini monarchy. With the economic recovery sluggish in the United States and Obama's reelection prospects hinging upon job creation, the president simply could not countenance pushback from Saudi Arabia.

Elsewhere, Obama decided pragmatically to negotiate with heads of the so-called rogue states, dispensing with the Bush administration's "axis-of-evil" rhetoric--with mixed results. The authors seem to support Obama's "strategic patience" with North Korea, a potentially controversial assessment. Some pundits believe that "strategic patience" is simply willful ignorance--it buys United States time, but may cause many missed opportunities to resolve perennial security threats. It would be helpful if the authors integrated a cost-benefit analysis of engaging rogue states into their overall discussion of vision versus pragmatism.

While giving a relatively positive rating to Obama's dealings with rogue states to date, the authors suggest that it is important to forge clearer agreement across the White House, State Department, Defense Department, and other relevant agencies to work accordingly with Congress to prevent the North Korea issue from becoming a political football in the 2012 election.

Although national interests have been fairly well protected, the authors believe that Obama's first three years in the Oval Office are defined by a considerable gap between his vision and his record. Despite limited success, the president has not yet bent history in any major way, especially when measured against his own standards.

One's Own Affairs

Importantly, the authors argue that robust and strategic foreign policy cannot be achieved without having one's domestic affairs in order. Sadly, according to the authors, America has not done what it should to sustain its future global primacy. The country has been disinvesting in infrastructure and education, walking away from a serious program for clean energy, failing to address social divisions, and making merely partial fixes to the financial system that produced the crisis of 2008. Whoever occupies the Oval Office come 2013, Obama's foreign policy successes will matter little if the economy fails to sustain American power.

The authors conclude that Obama's foreign policy to date has been more pragmatic than visionary. It suggests no clear road map for the future, no particularly compelling overall strategy for how the president would advance American interests and bend history in a second term. Obama's accomplishments should be better understood as effective damage control than historic breakthroughs.

Overall the book's analysis is compelling, although more attention might have been paid to the president's own role as a political leader and a strategic thinker. But all things considered, Bending History does a superb job of detailing what happened during the first three years of Obama's presidency. It provides a timely and insightful analysis worth reading for anyone interested in U.S. foreign policy.

A very interesting book. It shows very well the mistakes USA made in the Middle East. Also there is a very good description of US policy toward China. The last two chapters aren't very good, even a bit boring, but generally this book is worth reading.

A few years ago, Americans held out their systems of corporate governance and financial disclosure as models to be emulated by the rest of the world. But in late 2001 U.S. policymakers and corporate leaders found themselves facing the largest corporate accounting scandals in American history. The spectacular collapses of Enron and Worldcom—as well as the discovery of accounting irregularities at other large U.S. companies—seemed to call into question the efficacy of the entire system of corporate governance in the United States. In response, Congress quickly enacted a comprehensive package of reform measures in what has come to be known as the Sarbanes-Oxley Act. The New York Stock Exchange and the NASDAQ followed by making fundamental changes to their listing requirements. The private sector acted as well. Accounting firms—watching in horror as one of their largest, Arthur Andersen, collapsed after a criminal conviction for document shredding—tightened their auditing procedures. Stock analysts and ratings agencies, hit hard by a series of disclosures about their failings, changed their practices as well. Will these reforms be enough? Are some counterproductive? Are other shortcomings in the disclosure system still in need of correction? These are among the questions that George Benston, Michael Bromwich, Robert E. Litan, and Alfred Wagenhofer address in Following the Money. While the authors agree that the U.S. system of corporate disclosure and governance is in need of change, they are concerned that policymakers may be overreacting in some areas and taking actions in others that may prove to be ineffective or even counterproductive. Using the Enron case as a point of departure, the authors argue that the major problem lies not in the accounting and auditing standards themselves, but in the system of enforcing those standards. Rather than attempting to craft a single set of accounting and reporting standards for all companies throughout the world, the authors advise policymakers to allow competition between the two major sets of standards: Generally Accepted Accounting Principles and International Financial Reporting Standards. The authors also believe that the corporate disclosure system needs to be updated to reflect changes in the underlying economy. In particular, they recommend new forms of disclosure for a variety of nonfinancial indicators to better enable investors and analysts to ascertain the source and nature of intangible assets. They also urge policymakers to exploit the advantages of the Internet by encouraging more frequent financial disclosures in a form that will make them more widely accessible and more easily used.

George J. Benston is John H. Harland Professor of Finance at Goizueta Business School, Emory University. Michael Bromwich is CIMA Professor of Accounting and Financial Management at the London School of Economics. Robert E. Litan is a senior fellow in Economic Studies at the Brookings Institution and vice president for research and policy at the Kauffman Foundation. Among his many books is Good Capitalism, Bad Capitalism, and the Economics of Growth and Prosperity (Yale University Press, 2007), written with William J. Baumol and Carl J. Schramm. Alfred Wagenhofer is professor of management accounting and control at the University of Graz, Austria, and professor at the European Institute for Advanced Studies in Management, Brussels.

Zuelow examines how a small group of tourism advocates, inspired by tourist development movements in countries such as France and Spain, worked tirelessly to convince their Irish compatriots that tourism was the secret to Ireland's success. Over time, tourism went from being a national joke to a national interest. Men and women from across Irish society joined in, eager to help shape their country and culture for visitors' eyes. The result was Ireland as it is depicted today, a land of blue skies, smiling faces, pastel towns, natural beauty, ancient history, and timeless traditions.

With lucid prose and vivid detail, Zuelow explains how careful planning transformed Irish towns and villages from grey and unattractive to bright and inviting, sanitized Irish history to avoid offending Ireland's largest tourist market, the English, and supplanted traditional rural fairs revolving around muddy animals and featuring sexually suggestive ceremonies with new family-friendly festivals and events filling the tourist calendar today. SANFORD STERNLICHT teaches in Syracuse University's English Department and Judaic Studies Program. He is the author of "Chaim Potok: A Critical Companion" (Greenwood 2000). He also frequently writes on poetry and Irish literature, including contributions to "Modern Irish Writers: A Bio-Critical Sourcebook" (Greenwood 1997).

Concise,thorough compendium & analysis of modern Irish drama

Sanford Sternlicht's _A Reader's Guide to Modern Irish Drama(ARGMID)_ is a gem of a book, designed not only to acquaint the general reader with the richness of Irish drama history and in particular the works of her modern playwrights, but also to serve as a textbook for a course in the subject and/or a reference work.
Sternlicht is adept at condensing the most pertinent information necessary for a study of this genre. For those who wish to delve further into the vast riches of Irish drama, particularly that of the twentieth century, he provides extensive citatations designed to guide to reader/student to even more information about particular playwrights and their works. Along the same lines, a lengthy selected critical biography is included.
ARGMID provides a thorough but concise overview of the history of Irish drama, going as far back as the days of the great monasteries of St.Columba's Iona and others; he reminds us that it was the Irish scribes who preserved the great works of classic Roman and Greek literature, and who, through the extension of the Irish monastic movement to Britain and the Continent, reintroduced classical culture to Western civilization. He then traces the roots of Irish drama from its earliest professional theater in 1637 to the present day. This historical overview in itself was quite fascinating, but the real treasures of the book lie ahead, with short biographies and analyses of the major plays of 35 Irish dramatists, beginning with Lady Gregory, Yeats, Synge, Shaw and other greats, right through O'Casey, Beckett, Behan, Friel, and concluding with entries on 19 very recent playwrights, including the likes of Sebastian Barry, Martin McDonagh, and Ireland's leading woman playwright Marina Carr. Although published just before the rise of dramatists like Colin McPherson (The Weir), future editions will surely include such artists. Hundreds of plays are discussed, with the most influential and groundbreaking analyzed in greater detail. The recurrent themes in Irish drama of racial strife, loss, emigration, violence, poverty, and the effects of constant war (including domestic violence) on the individual are brought to light insightfully and vividly by the author,one play at a time. The resilience of the Irish spirit through humor and through hope, including the recurring theme of the Irish woman's struggle against the destruction that surrounds her, is also illustrated.
All in all, this is quite an enjoyable read, extremely educational, and gratifying. It is also a tribute to the founders of the greatest national theater in the Western world, the Abbey, and to many other great Irish theaters and theater companies, past and present. Sternlicht, who teaches Modern Irish Drama at Syracuse University and the same at Trinity College, Dublin, for many summers, is uniquely qualified to author this useful book. His expertise in and affection for the subject matter shines through every page. It certainly fills a scholarly gap; one can hope that revised editions will continue to appear from Syracuse University Press and from the pen of Mr. Sternlicht.

Useful for the total beginner only

Sternlicht's book was, at the time of publication, just about the most up-to-date survey of 20th century Irish drama available. However, he had the bad luck to be writing it at a time when Irish drama was experiencing an astonishing increase in the amount of good new writing for theatre. As a result, his book suffers from significant omissions, as writers who had only had one play performed at the time of publication have since gone on to make significant contributions. The most notable absence is Conor McPherson, but also glaringly absent are Mark O'Rowe, Alex Johnston and Alice Barry. The author's lack of acquaintance with the sources and influences of many of the younger writers is also apparent, as he has difficulty in accounting for the peculiar achievement of (for example) Martin McDonagh, in fusing TV culture with a much older style of writing. He is also remarkably insensitive to the genius of Stewart Parker, whose premature death may have cut short a great career, but who had certainly not failed to achieve greatness in the meantime. A book of use only to total novices in this field; others will be disappointed by the shortness of the entries and the lack of sophistication in the criticism.

Following the breakup of the Soviet Union, Boris Yeltsin improvised a system of "asymmetric federalism" to help maintain its successor state, the Russian Federation. However, when sparks of independence flared up in Chechnya, Yeltsin and, later, Vladimir Putin chose military action to deal with a "brushfire" that they feared would spread to other regions and eventually destroy the federation. Matthew Evangelista examines the causes of the Chechen Wars of 1994 and 1999 and challenges Moscow's claims that the Russian Federation was too fragile to withstand the potential loss of one rebellious republic. He suggests that the danger for Russia lies less in a Soviet-style disintegration than in a misguided attempt at authoritarian recentralization, something that would jeopardize Russia's fledgling democratic institutions. He also contends that well-documented acts of terrorism by some Chechen fighters should not serve as an excuse for Russia to commit war crimes and atrocities. Evangelista urges emerging democracies like Russia to deal with violent internal conflict and terrorism without undermining the fundamental rights and freedoms of their citizens. He recommends that the United States and other democracies be more attentive to Moscow's violations of human rights and, in their own struggle against terrorism, provide a kind of role model.

the chechen wars

i do not agree with some of the positions evangelista takes re the wars in chechnya & about the reactions other powers have taken or not taken but i knew little about the wars so i did achieve my objective of knowing more about then than i knew before; i think the book was well wriiten so i am glad i read it

Sober, involving reading

The Chechen Wars by Matthew Evangelista (Professor of Government and Director of the Peace Studies Program, Cornell University) is a close, meticulous study of the root causes of the Chechen Wars of 1994 and 1999, and an informative, scholarly examination of the impact these conflicts had on both Chechnya and Russia following the collapse of the Soviet Union. Stressing the importance of dealing with violent conflict without undermining citizens' freedom and rights, as well as calling for the United States to be more attentive and provide a role model applicable to Russia's conflicts, The Chechen Wars is sober, involving reading and a very strongly recommended addition to International Studies reference collections in general, and Chechen/Russian Studies reading lists in particular.

Not balanced enough

Evangelista believes that Russia would not have disintegrated (in the sense that other autonomous regions would not have tried to break away from Russia) if Chechnya had been granted its independence. This may be a valid point. The thing is, Evangelista seems to lay the blame entirely on the Russian government and the military. No one will deny that the Chechen people have suffered horribly since 1994 due to Russian bombardment of civilian areas and deliberate massacres of Chechens.

However, this is looking at the conflict only through the eyes of the Chechen perspective, while not really considering the Russian one. Evangelista also seems to try and minimise terrorist attacks on Russians by Chechen fighters and then when the operation leads to loss of life, once again places blame on the Russians. I also found it offensive when he wrote that there is reason to believe that the Russian FSB (successor to the KGB) deliberately placed explosives in Moscow apartment blocks in 1999 which led to the deaths of over 300 civilians.

He believes this was done so that the Russian government would have an excuse to invade Chechnya a second time. This really is ludicrous, to my mind. I remember that the actress Vanessa Redgrave on Sky News after the Beslan terrorist attack stated that the two plane bombings in Russia recently were also the work of the FSB, not the Chechen fighters!

And then a few days later, Shamil Basayev himself admitted that he was responsible for the plane bombings. These are ridiculous and highly offensive comments (and I'm not even a Russian) so one can only imagine what the Russians must think of these "theories"

All in all, this book was just a little too one-sided and critical only of the Russians, while trying to keep criticism of the Chechens down to a bare minimum.
