Insights Into the Hidden Kingdom

The selection process for members of the Politburo Standing Committee of the CCP is characteristically inscrutable - complex deal-cutting and tradeoffs which ultimately determine its composition. Yet, it is becoming increasingly clear that that such battles exist, as well as that there are also ideological disputes and policy differences within the leadership. Before the last political succession in the fall of 2012, former Chongqing (China's most populous municipality) party secretary Bo Xilai, was vigorously campaigning for to win a seat on the PSC, using his anticorruption campaign, rural land reform, urban socialist welfare economy, and ultra-nationalism to advantage. Bo also encouraged officials and ordinary residents to sing revolutionary 'red songs' to lift their political spirits. However, Bo's political fortunes fell apart in February 2012 when a former police chief defected and fled to the U.S. consulate after implicating Bo's wife in the murder of a British businessman. Prior to that he'd been accused of opposing further economic and political reforms.

Following the purge of Bo, China's politicians have largely stopped reaching out to the public to bolster their candidacies for top positions, hesitant to risk opening the Pandora's box of change.

Within the first three years of his tenure as top party leader, Xi Jinping has surprised many with his bold and vigorous anticorruption campaign. About 160 senior officials have been arrested on corruption charges. He has also quickly consolidated power - in addition to holding the top posts in the party, government, and military, Xi chairs the National Security Committee, the Central Leading Group for Comprehensive Deepening reforms, and several central leading groups in key functional areas, including foreign affairs, finance and the economy, cybersecurity and IT, and military reform. This consolidating is seen as intended to upset inertia and gridlock. He's used that new power to appoint proteges to key leadership posts and to reverse the prior trend towards collective leadership. Xi has also brought changes to foreign policy - the Chinese public tends to believe that China has been on the defensive in disputes in the East and South China Seas, largely due to a U.S.-led effort to contain China. Thus, China's reaction under xi has been viewed by many as a great success. One other change, Xi has championed his vision of a 'Chinese dream,' defined as the rejuvenation of the Chinese nation and the opportunity for all Chinese to attain a middle-class lifestyle, using the private sector as the key driver.

Media censorship has also tightened under Xi.

The CCP is the world's largest ruling party - currently 4.4 million grassroots organizations or branches. Membership has increased from about 5 million 1949 to 87.8 million at the end of 2014. In 2011, 3.1 million new members were admitted out of 21.6 applicants. Overall, total membership constitutes only about 7.5% of the eligible population (over 18). The total number of CCP and government officials and staff increased from about 2 million in 1966 to 10.6 million in 2000, creating pervasive overstaffing. As for civil servants in 2005, there was a total of 6.37 million - including 475K in the central government and its local offices, 535K in the provincial governments, 1,446K at the prefecture and municipal levels, 2,852K at the county level, and 1,061 at the township level. Top CCP leaders concurrently hold the most important positions in the government.(43)
