good survey of the field, a tad pedestrian

I almost gave this a three-star rating. The book covers a lot of literature. It's a mile wide and -- while more than an inch deep -- not as interesting as I'd hoped. It's balanced and sensible but didn't (for me anyway) capture either the excitement of tech enthusiasts or the passion of the tech skeptics.

This fascinating collection of essays explores an array of missionary encounters with communities in Africa, the Middle East, and South Asia. The different pieces hold together in their use of microhistory to expose how colonized peoples engaged with the ambiguous efforts of evangelization. Chandra Mallampalli's analysis of a mid-19th-century property dispute draws out the ways varied Catholic and Protestant Indians and missionaries sought to redefine differences between "Hindu" and "Christian" practices. Beth Baron's study of a scandal over missionary treatment of a female orphan in Egypt in the 1930s is alone worth the price of admission. She examines how a marginal young woman could engage with nationalist anxieties and become a popular heroine. Heather Sharkey's chapter on Biblical translations into now-extinct vernaculars reveals the class and gendered aspects of translation. Stephen Berkwitz tackles the ways Sri Lankan Buddhists and converts drew from one another's literary conventions, often at the expense of missionary hubris. While the main audience will be scholars of global religion and colonization, area specialists will be able to use individual chapters in their courses. (J.M. Author of an essay writes

This book blends essays from all over the world on evangelism and on communities' unexpected transformations of the Christian message into real life practices. It was first called "Unexpected Consequences," before being retitled with "conversions" as the theme. The books' authors under Heather Sharkey's friendly and steady supervision all show what Christians (self-called and so recognized as such) can be said to be, and what Christianity therefore is in the world. The transformations are spectacular, unexpected, and intriguing.

That said I must attach an erratum on the first page of my chapter (on Robert Moffat). The copy editor changed my words so that I appear to be saying directly, as author, that it is important for people to study theology. Worse: I am given as using a sexist pronoun "Man" as if (as it now reads) these are my words. They are not. But the gist of the chapter eventually comes through, for sure, and it is a great compendium of a book.

Interesting fresh perspectives on mission activity...

A much needed collection of papers on the wider cultural impacts of Christian mission in Asia/Africa, etc. While the perspective from outside the Christian mission community is undoubtedly valuable, it is in its own way as limited as the field of vision of those within so called sacred circles. From the perspective of a scholarly professional within the Christian Mission tradition, the naiveté of the authors represented at times astounded me. (Of course Christian Mission precipitated cultural change. Any trained mission professional expects/welcomes shifts in behavior. Change is global with multiple drivers, increasing in ferocity, speed and direction.) The question/challenge centers in how to manage the inevitable to the maximum advantage of all people no matter their social/cultural proclivities. The collection is worth study if it serves to highlight the need for all cross-cultural actors to cultivate objective,flexible sensitivity in all aspects of their work.

His analysis of Israeli-Jordanian relations from 1967 through 1994 describes the unacknowledged "policy of functional cooperation" that Israel and Jordan pursued for a quarter century despite their formal state of war, with particular attention to the interdependence and common interests that produced "a state of de facto peace" until Jordan's legal disengagement from the West Bank in 1988. Tracing the development of four different Israeli positions on Jordan and the Occupied Territories, Lukacs argues that, until 1988 and the intifadah, the two nations' sub-rosa relationship delayed a wider peace, since neither "was willing to take a major risk to open a public dialogue because of the lack of societal consensus in Israel over . . . withdrawal and Jordan's reluctance openly to break Arab ranks over recognition, negotiations, and peace with Israel." About the Author

Alfred E. Kahn is the preeminent authority on public utility deretulation in the United States and author of the classic two-volume The Economics of Regulation: Principles and Institutions (Wiley, 1970-71). He served as an economic adviser to President Carter and chairman of the New York Public Service Commission, the Civil Aeronautics Board, and the Council on Wage and Price Stability. He is the Robert Julius Thorne Professor of Political Economy, Emeritus, at Cornell University.

At least he's consistent

In this short book, Fred Kahn gives us his take on airline and telephone deregulation. He thinks they're both swell. His analysis of airline dereg is well thought out, as you'd expect from the person most identified with it, but I fould his analysis of telephone dereg much less persuasive. He lines up solidly on the side of the Bells, and although some of his arguments are clearly true, e.g., you can't create true competition by forcing one competitor to sell below cost to another, in all I found him far too accepting of the Bells' self serving arguments.

Kahn writes well, and even if you disagree with him, he's well worth reading. Any student of industrial policy or regulation should invest an hour and read this book, either on paper or the PDF on the publisher's web site.

A Good Read!

You would hardly expect economist Alfred E. Kahn, the grandfather of deregulation, to back down on the concept now - and he doesn't. This helpful, up-to-date guide gives a snapshot of Kahn's take on the state of aviation and telecommunications deregulation amid the economic struggles of the post-bubble, post-Sept. 11 era. Does deregulation still serve the public's interest? Kahn, whom you can thank or curse the next time you board a cheap, overcrowded flight, argues staunchly that deregulation's biggest problems come from regulatory authorities who succumb to the temptation to, well, regulate. This is particularly true in the arcane field of telecommunications policy, where some governmental bodies have passed regulations designed to stimulate artificial, rather than market-driven, competition. Overall, the book is stronger when Kahn analyzes the complexities of aviation deregulation than it is when he unravels telecommunications policy. We highly recommend it to policy wonks who love what Kahn hath wrought and to those who wish they could hang up on it.

Bryan Hehir is the Parker Gilbert Montgomery Professor of the Practice of Religion and Public Life at Harvard's Kennedy School of Government and was formerly the president and CEO of Catholic Charities U.S.A. Michael Walzer is a leading American political theorist and a professor of social science at the Institute for Advanced Study in Princeton, N.J. He is the author of several books, including Just and Unjust Wars. Louise Richardson serves as the executive dean of the Radcliffe Institute for Advanced Study at Harvard University and is an expert in international terrorism and defense policy. Shibley Telhami is Anwar Sadat Professor for Peace and Development at the University of Maryland and a non-resident senior fellow at the Saban Center for Middle East Policy at the Brookings Institution. He is the author of numerous books, including the national bestseller The Stakes (Westview). Charles Krauthammer is a Pulitzer Prize-winning syndicated columnist at the Washington Post. He contributes frequently to Time Magazine, The Weekly Standard, The New Republic, and The National Interest. James M. Lindsay is vice president and director of studies of the Council on Foreign Relations, where he holds the Maurice R. Greenberg Chair. He was previously deputy director and senior fellow in Foreign Policy Studies at the Brookings Institution. His books include Agenda for the Nation (Brookings 2003) and Defending America: The Case for Limited National Missile Defense (Brookings 2001). In 1996-97, Lindsay was director for global issues and multilateral affairs on the National Security Council staff.

Riedel has the vantage point few others can offer: He was ensconced in the CIA's Operations Center when the Soviet Union invaded Afghanistan on Christmas Eve 1979. The invasion took the intelligence community by surprise. But the response, initiated by Jimmy Carter and accelerated by Ronald Reagan, was a masterful intelligence enterprise.

Many books have been written about intelligence failures—from Pearl Harbor to 9/11. Much less has been written about how and why intelligence operations succeed. The answer is complex. It involves both the weaknesses and mistakes of America's enemies, as well as good judgment and strengths of the United States.

Riedel introduces and explores the complex personalities pitted in the war—the Afghan communists, the Russians, the Afghan mujahedin, the Saudis, and the Pakistanis. And then there are the Americans—in this war, no Americans fought on the battlefield. The CIA did not send officers into Afghanistan to fight or even to train.

Bruce Riedel is senior fellow and director of the Brookings Intelligence Project. Riedel joined Brookings following a thirty-year career at the Central Intelligence Agency. He served as a senior adviser to four U.S. presidents on South Asia and the Middle East, working as a senior member of the National Security Council. In 2009 President Obama made him chairman of a strategic review of American policy in Afghanistan and Pakistan. He is author of the Brookings best seller The Search for al Qaeda: Its Leadership, Ideology, and Future.

You don't know what you don't know.

I received this informative and engaging book as part of the First-reads program at Goodreads. Bruce Reidel was in the CIA for over 30 years and knows what he is talking about. He writes simply and matter of factly for those of us that know very little about covert operations. His conclusions are interesting and well thought out.

I have a greater admiration for President Jimmy Carter who started the operation to give the Soviet 40th Army a hard time in Afghanistan. He was very engaged in the matter and made notes and met with the CIA in frequent meetings to stay up to date on what was happening and if they were getting off course of their original objective. Reagan, on the other hand, only trusted certain people and rarely met with the CIA directly. Bush, (a former CIA director) had little interest in Afghanistan and lost the focus of the objective almost immediately.

The United States had to deal with some nefarious characters, (Zia of Pakistan) but by doing so kept the direct US involvement to a minimum.

Why did we win? 1. Soviet mistakes 2. Strong allies 3. the Afghan people.

Mr. Riedel's conclusion delves into the cause of World War I and how covert operations can have unforeseen circumstances. I was thinking "The Butterfly Effect".

I highly recommend this book for anyone that would like to learn more about history and the unseen forces at work behind the scenes. Well done.

First of all,

This is an expertly written book!

It is about the story of the secret war we fought in Afghanistan and how the final battle of the cold war ended. The book is profound in expertise on knowledge of the CIA and its intricate workings. The main point of the book is how did the operation work out so well, how did we succeed in the end? I found this book very intriguing to read!

Exactly backwards

This book has been very well-received in most serious circles. The author, who advised President Barack Obama on Afghanistan policy from the beginning, has a startling message: Western intelligence agencies, including the American CIA, Britain's MI5, and others, did help defeat the USSR by supplying the mujahidden rebels in Afghanistan; but they were certainly not responsible for the appearance of groups like the Taliban or al-Qaeda. The main error of the USA in supporting the mujahidden was to abandon them after February 1990. These are the main points, and I would like to explain why they are implausible.

A few points of clarification before I begin: one, I am NOT a member of any intelligence organization. I have no security clearance; I'm only reviewing a book based on publicly available information. Two, the ISI is the Directorate of Inter-Services Intelligence of the Pakistani armed forces, which was the principal interlocutor of the CIA during the secret war in Afghanistan. Three, the USA has been a major supplier of foreign aid to Pakistan since independence (with the exception of a brief interlude, which I'll mention below); in addition, or separately, the CIA funnelled money directly to the mujahidden). So when writers speak of the US "abandoning" Af-Pak" after the Soviet withdrawal, there's reason to question this narrative. I'll discuss that below also.

ABANDONING THE FIELD

It is frequently alleged, especially in Pakistan, that the USG abandoned Pakistan after the Soviet-Afghan War. In some senses, this is a fair allegation: in October 1990, after six years of looking the other way, the White House "noticed" Pakistan's nuclear weapons program and drastically reduced all forms of aid. Diplomatically, the US was suddenly antagonistic to Pakistan; even as it shifted from military to civilian rule. The reason was that Pakistan was determined to use its alliance with the USA in a war against India, which would have been utterly horrific.

Aid continued to flow to the mujahidden after 1990; it continued until April 1992. The USG was faced with an insoluble dilemma: the ISI was essentially running Pakistani foreign policy through _fait acompli_, while the Bhutto (and subs. Sharif) governments were locked in a political deathmatch with Pres. Ishaq Khan and each other. The intelligence services (remember, Pakistan has several agencies) were implicated in the political turmoil, and it became apparent that aid to the government was sure to result in a political crisis for Pakistan. The rival factions of mujahidden were fighting each other; the comparatively benevolent ones, like Ahmed Shah Massood, were not accessible to the CIA.

For this reason, "sticking with the job" was not feasable. All of the parties in Pakistan were seeking to avoid public association with the USA anyway.

On p.149, in his list of recommendations for future covert wars, Bruce Riedel warns against "mission creep," which in this case meant going from the Carter plan of harassing the Soviets, to the Reagan [era] plan of defeating the Kabul government. This would have meant an even more "egregious" and arbitrary-seeming abandonment of Pakistan than what actually happened. But at least it's original.

ACCESS TO THE MUJAHIDDIN

Riedel claims many times in his book that the CIA "had very little direct contact" with the fighters or their leaders (p.41, quoting Robert Gates) as well as the Arab volunteers (p.81, preceding a detailed account of UbL's and Abdullah Azzam's CIA un-influenced experience in Afghanistan. Steve Coll corroborates this claim, which surprised me. For example, as late as 1989, Milton Bearden, CIA station chief in Islamabad (of the sort typically described as "colorful") describes running into a Gulf Arab (?) volunteer intent on killing "infidels" in Afghanistan. At first I expected to debunk this claim with documents available since 2004, but there really isn't a lot of evidence that the USG/CIA had any interaction with foreign volunteers. For the most part, encounters between either the Wahhabi volunteers or the higher ranking figures of the mujahiddin leadership were with Saudi entourages.

Interviews with US station personnel in Pakistan validates this thesis. Much of intelligence work done in Pakistan during the mid-late 1980s was to determine what the ISI was doing with US money and weapons. A key opponent was the embassy and CIA staff in Islamabad, who dreaded leakage of internal criticism to their Pakistani hosts. But gradually, the message reached Washington by 1988 that the ISI was totally devoted to the most extreme Wahhabist factions, rather than ones that were effective or likely to win respect in Afghanistan. Pakistan's hoped-for transition to democracy was a descent into anarchy and potential nuclear war with India; amid the endless repining about abandoning the region in the 1990s (along with Leonard Shelby-levels of forgetfulness about why "we" did so), the political establishment in the USA was unwilling to fully disavow the ideology and goals of the Taliban. Members of the US Congress certainly would not have liked to live in Taliban-controlled Afghanistan, but they clearly preferred the Talib for the people of Afghanistan.

MY PROBLEM WITH THE PREMISE OF THE BOOK

There is a well-established pattern of the USG targeting modernizing foreign governments (sometimes with compelling reasons, sometimes not), ousting them at terrible cost, and leaving sectarian tyranny in place. Bruce Riedel is very anxious to remind us that it was the Soviet invasion and occupation of Afghanistan that created the international jihadist movement, and it was General Zia ul-Haq who made the decision to launch the war of resistance. Saudi-Pakistani motives were compatible, in Afghanistan, and in some respects Pakistan had opened itself up to internal development by the Saudis.

This was, in effect, a vending-machine regime-change; the USG dropped a lot of coins into the Pakistani slot, prevented do-gooders from unplugging the machine, and after ten years there was a loud clonking in the dispenser; but the soda was a little fizzier than anticipated. Who could have expected such a thing? At the very least, the ISI and the GIP bear some of the blame for the extreme comparative success of Gulbuddin Hekmatyar and Burhanuddin Rabbani--who won because they let others fight the Soviets, while they fought the other _mujahiddin_. But even then, it's absurd to imagine that the CIA, or its political masters (snort) in Washington had no responsibility to notice the disturbing ideology of the fighting forces. The huge increase in the number of madrassas in Pakistan, funded by Saudi Arabia, was clearly intended to remold public perceptions of what Islam means. Pakistan was not a sequestered Shangri-La closed to Western eyes; its society was under intense scrutiny by official Washington. The notion that the State Department and the CIA were unable to predict the rise of a quasi-Islam targetting the USA, is impossible to take seriously.

Either the US endeavor in Afghanistan had no effect on the history of the region (unlikely), or it did. The Soviet commitment to the Afghan War was small: a peak commitment of 100,000 troops, in a war on its very border. In contrast, the US commitment to the War in Viet Nam was massive: a peak of 540,000 troops (both figures apply for a short time only). The famously casaulty-averse USA lost 58,000 Americans in the Vietnam War; the poorer, authoritarian USSR lost 15,000 troops in Afghanistan. As a share of available resources, the Afghan War for the Soviets was about the same as the Vietnam War on the USA. Economically, I find it hard to take seriously the proposition that the Afghan War caused the collapse of the USSR, or even contributed significantly; it merely made thousands of Soviet conscripts miserable. Liberating Afghanistan was naturally not a goal of the CIA; the ISI, as Riedel acknowledges, wanted to win control of Afghanistan for Pakistan.

On the other hand, insisting that the foreign jihadi volunteers who traveled to Afghanistan were not influenced by the CIA effort there is a bad faith argument. The CIA was well aware that the ISI's goal was to get at India, not the USSR or Communism. The Saudi goal for Afghanistan was directly visible in the refugee camps of the NWFP. Emotional antipathy to­wards the Americans was constantly on display in Pakistan; the ISI definitely felt the need to hide its cooperation with the Americans (but not the Saudis) from the Pakistani public. In 1979, rumors that the US was to blame for an uprising in Mecca caused Pakistanis to riot at the US embassy in Islamabad, killing four inside. This was, at the very least, a place that was (a) very poorly understood by the Americans, and (b) obviously receptive to the most explosive anti-American hatred. This alone ought to have given the US authorities pause, but it did not. Likewise, the ideological chasm between the GIP and American society could reasonably have been expected to forestall any joint black operation when the Americans were barred any chance to observe what was happening. A genuine ally does not have an uncontrollable urge to kill you if he meets you; this was what GIP and ISI agents explicitly said was the motive for denying CIA officers access to mujaheddin in theater. There is no way this could have failed to produce a massively deadly terrorist attack on the US and its allies, and of course it did.

At the beginning of the twentieth century, Yiddish was widely viewed, even by many of its speakers, as a corrupt form of German that Jews had to abandon if they hoped to engage in serious intellectual, cultural, or political work. Yet, by 1917, it was the dominant language of the Russian Jewish press, a medium for modern literary criticism, a vehicle for science and learning, and the foundation of an ideology of Jewish liberation. Challenging many longstanding historical conceptions about the founding of modern Yiddish, The Revolutionary Roots of Yiddish Scholarship, 1903-1917 investigates the origins of contemporary Yiddish scholarship.
Trachtenberg reveals how, following the model set by other nationalist movements that were developing in the Russian empire, one-time revolutionaries such as the literary critic Shmuel Niger, the Marxist Zionist leader Ber Borochov, and the linguist Nokhem Shtif, dedicated themselves to the creation of a new branch of Jewish scholarship dedicated to their native language. The new “Yiddish science” was concerned with the tasks of standardizing Yiddish grammar, orthography, and word corpus, establishing a Yiddish literary tradition, exploring Jewish folk traditions, and creating an institutional structure to support their language's development. In doing so, the author argues, they hoped to reimagine Russian Jewry as a modern nation with a mature language and culture, and which deserved the same collective rights and autonomy that were being demanded by other nations in the empire.

According to traditional narratives of assimilation, in the bargain made for an American identity, Jews freely surrendered Yiddish language and culture. --Or did they? Recovering 'Yiddishland' seeks to "return" readers to a threshold where Americanization also meant ambivalence and resistance. It reconstructs "Yiddishland" as a cultural space produced by Yiddish immigrant writers from the 1890s through the 1930s, largely within the sphere of New York.

Rejecting conventional literary history, the book spotlights "threshold texts" in the unjustly forgotten literary project of these writers--texts that reveal unexpected and illuminating critiques of Americanization. Merle Lyn Bachman takes a fresh look at Abraham Cahan's Yekl and Anzia Yezierska's Hungry Hearts, tracing in them a re-inscription of the Yiddish world that various characters seem to be committed to leaving behind. She also translates for the first time Yiddish poems featuring African-Americans that reflect the writers' confrontation with their passage, as Jews, into "white" identities.

Finally, Bachman discusses the modernist poet Mikhl Likht, whose simultaneous embrace of American literature and resistance to assimilating into English marked him as the supreme "threshold" poet. Conscious of the risks of any postmodern --"post-assimilation"-- attempt to recover the past, Bachman invents the figure of "the Yiddish student," whose comments can reflect ¬¬--and keep in check-- the nostalgia and naivete of the returnee to Yiddish.

Yiddish Literature in America

This book is unique among recent studies of Yiddish literature, bringing to light the poetry of Mikhl Licht, Abrahan Cahan's YEKL, Anzia Yezierka's HUNGRY HEARTS, and others. Bachman injects herself and her coming to Yiddish language and literature; she is not averse to using a first person point of view. In addition, she places Yiddish literature in American literature--a long overdue approach.
