Darrell M. West is vice president and director of Governance Studies at the Brookings Institution, where he also directs the Center for Technology Innovation. good survey of the field, a tad pedestrian

I almost gave this a three-star rating. The book covers a lot of literature. It's a mile wide and -- while more than an inch deep -- not as interesting as I'd hoped. It's balanced and sensible but didn't (for me anyway) capture either the excitement of tech enthusiasts or the passion of the tech skeptics.
