Professor Goldgeier has completed an exhaustively researched documentary of how US policy evolved from the indifference of the Bush Administration to the eventual activism of the Clinton Administration in bringing in former Warsaw Pact satellite nations of the USSR into the bedrock of Western security, NATO. It is a fascinating and eminently readable account of both Washington policmaking and Alliance politics. Together with former Congressman Gerald B. Solomon's The NATO Enlargement Debate 1990-1997 (Praeger 1998), Professor Goldgeier's volume will certainly satisfy the key curriculum reading list for scholars of European security. A must read. In light of the spectacular performance of American high-technology weapons in the 1991 Persian Gulf War, as well as the phenomenal pace of innovation in the modern computer industry, many defense analysts have posited that we are on the threshold of a revolution in military affairs (RMA). The issue has more than semantic importance. Many RMA proponents have begun to argue for major changes in Pentagon budgetary priorities and even in American foreign policy more generally to free up resources to pursue a transformed U.S. military —and to make sure that other countries do not take advantage of the purported RMA before we do. This book takes a more measured perspective. Beginning with a survey of various types of defense technologies, it argues that while important developments are indeed under way, most impressively in electronics and computer systems, the overall thrust of contemporary military innovation is probably not of a revolutionary magnitude. Some reorientation of U.S. defense dollars is appropriate, largely to improve homeland defense and to take advantage of the promise of modern electronics systems and precision-guided munitions. But radical shifts in U.S. security policy and Pentagon budget priorities appear unwarranted —especially if those shifts would come at the expense of American military engagement in overseas defense missions from Korea to Iraq to Bosnia.

Puts RMA In Its Place, Smartly--Essential Reading

Graciously, and with wicked clarity, the author knocks the so-called Revolution in Military Affairs flat on its back, and then helps it to one knee. His introductory review of the RMA schools of thought (system of systems, dominant battlespace knowledge, global reach, and vulnerability or anti-access or asymmetric), with appropriate notes, is helpful to any adult student. The heart of his book can be distilled down to one chart showing the expected rates of advance in the various technical domains relevant to military operations. Of 29 distinct technical groups across sensors, computers and communications; projectiles, propulsion, and platforms; and other weapons, he finds only two technology areas-computer hardware and computer software-capable of revolutionary change in the foreseeable future. Eight others-chemical sensors, biological sensors, radio communications, laser communications, radio-frequency weapons, nonlethal weapons, and biological weapons-are judged capable of high but not revolutionary advances. All other technical areas, namely those associated with mobility platforms and weaponry itself, are unlikely to develop at anything above a moderate pace. In the course of his discussion of each of these he brings forth the basics of physics and real-world constraints and points out that even the best of our sensors are frustrated by heavy rain and other man-made countermeasures. He correctly evaluates the inability of our existing and planned Intelligence, Surveillance, and Reconnaissance (ISR) to keep up with targeting needs, particularly in urban and heavy canopy terrain. He also notes in passing that human intelligence may well prove to be the sustaining element in finding individual people, and that there has been no significant change since World War II in the numbers of troops needed per 1,000 inhabitants-infantry is still the core force. He systematically dismisses a variety of RMA claims, among the most dangerous being that we can afford to stand down many of our forward bases, by pointing out that combat aircraft continue to have short ranges, ground forces continue to require heavy logistics sustainment, ships remain slow to cross oceans, and it continues to be extremely difficult to seize ports and other fixed infrastructure. He concludes the book with a number of budgeting recommendations, both for the USA and for its allies. For the USA he would emphasize communications and computing, the one area truly open to an RMA in the near term. Other areas meriting immediate investments include strategic sea and air lift, the rapid development of a lighter tank and a mine-resistant infantry vehicle, and improvements in naval mine warfare. He supports the National Missile Defense and would sustain more robust RDT&E experimentation. For a major US ally, with a fraction of our funding, he recommends a $15 billion total investment over several years to acquire a thoughtful mix of advanced C4I enhancements including ground stations, a fleet of Unmanned Aerial Vehicles (UAV), 1000 cruise missiles, 5000 short-range munitions, 500 advanced air to air missiles, a squadron of stealth aircraft, and several batteries of theater missile defense radars and missiles. A very nice listing of major Pentagon acquisition programs supports his recommendation that we economize on major weapons platforms and pursue a high-low mixed strategy, limiting, for example, our procurement of the F-22 and joint strike fighters so as to afford more F-15s and F-16s. Overall this book fulfills its mission of reviewing technologies in relation to the future of warfare, and it provides the reader with a very strong stepping stone for venturing into the literature of defense transformation. Those who would criticize this work for failing to consider the competition or the metrics of evaluation have a point, but only a point-the book does what it set out to do. It evaluates specific technologies in relation to the inflated and often delusional claims of the proponents of the RMA. One book cannot solve all our problems, but it can, as this book does, blow away some of the foggy thinking emanating from the Pentagon and other places where a number of flag officers and their staffs have lost sight of ground truth.

The Devil in the Details

The revolution in military affairs (RMA) movement is a direct outcome of the recognized need to transform the U.S. military to meet the challenges and dangers of a post Cold War world. Although a plethora of books and discussions have been produced by this movement, as this book makes clear, most have been lacking in the essential detailed thinking required to really implement such a revolution. O'Hanlon provides a real service by looking with some care at the four specific components that will be needed for an RMA: 1) improvements in computers and communications (C2); 2) improvements in sensor technology of all sorts; 3) development of lighter, stealthier weapons platforms for all battlefields; and 4) development of new types of weapons such as directed energy systems and space weapons. In O'Hanlon's opinion only C2 developments to date have really lived up to RMA concepts and the other three components have not developed very well at all. Indeed C2 developments have made possible the beginning of an implementation of a sub-set of the RMA, namely Network Centric Warfare. For a detailed discussion on this sub-set this reviewer recommends a book, "The Future of War" by Mark Mandeles (available Amazon.com). O'Hanlon provides the reader with rather good discussions of all four components in this book.

More importantly O'Hanlon argues for something often forgotten in all the generic talk about RMA and that is a need for a grand strategy to guide the Department of Defense (DOD) in the implementation of a true RMA. Such a strategy significantly also could be used to discipline DOD spending and prioritizing current and future military procurements. Equally important he emphasizes the need for a robust military research and development program to produce the components to realize a valid RMA.

O'Hanlon makes no secret of his skepticism of the RMA hypotheses, but at least to this reviewer he appears to be fair and evenhanded in his discussion of the movement.

Michael O'Hanlon's book does more than just fail to add to the literature of RMA [revolution in military affairs] thinking. It obscures.
What should be central to any understanding of the future of warfare and the role that technology and technological change plays in that future is the concept of *competition* -- something O'Hanlon gives almost no attention to.
This is perhaps not surprising in that O'Hanlon is what is called a policy wonk. Budget-based analyses are his bread and butter. Which would be fine if you are dealing with, say, the future of social security.
But when dealing with warfare, understanding technological change means: first, understanding the technology; and second, understanding the competition.
The first is not as easy as it sounds. Understanding technology means understanding measures of effectiveness. Measuring a machine gun by the standards of, for example, an artillery piece, will mean that the machine gun clearly falls short in every category [range, munitions requirements, etc.]. But the US did exactly that during the late 19th and early 20th centuries when considering whether to adopt the machine gun. Seems ridiculous now, of course, but such is the benefit of hindsight. These days, are we measuring the effectiveness of unmanned aerial vehicles by comparing them to aircraft? If we are, is a modern aircraft an appropriate measure of effectiveness?
Second, you have to understand the competition. When a country, such as China or Iran, is developing long-range cruise missile and ballistic missile technology, and can link that technology through commercially available GPS satellites and real-time high resolution satellite imagery, then just how would US forces try to project power in the region if the range of these weapons are of sufficient reach to effectively deny U.S. access to bases near the theater of operations? What types of technology can provide answers to this kind of challenge?
None of these questions are dealt with in O'Hanlon's all-too-topical survey of RMA thinking. You can be enthusiastic or skeptical of whether there is an RMA just around the corner, but budget-based analysis, with a scant overview [and no assessment] of the technology when coupled with a paucity of description concerning current or future competition, just clouds an already loosely-defined field.
Finally, and perhaps most damningly, O'Hanlon assumes that areas with the greatest amount of technological change will automatically produce the greatest amount of change in warfare -- a huge assumption for which he gives no historical justification whatsoever. Indeed, far too many military revolutions were technologically evolutionary in origin, with slow and incremental changes across a broad array of different technologies suddenly affording an RMA -- the German blitzkrieg involved technological change (some rapid, some incremental) involving technologies ranging from internal combustion engines, to radio communications, to parachutes, to changes in muzzle velocity and firespower.
Perhaps worst of all, O'Hanlon gives little attention to the fact that, as with blitzkrieg, most military revolutions are only partly technological -- a huge role in any RMA is played by changes in organizational structure and doctrine.
Yet far too many skeptics of the RMA debate -- O'Hanlon being a good example -- produce the straw-man argument that RMAs only involve technological solutions to military problems, and then such skeptics disingenuously 'knock the argument flat on it's back' by showing how such an argument inevitably has shortcomings. What simplistic tripe!
If skeptics like O'Hanlon would get their facts straight on what an RMA actually involves, they'd have a much harder time dismissing the possibility of a current RMA. But with such blatant omissions, I'm afraid that I can only come to the conclusion that the author is not really analyzing the issue, but grinding an axe.
I give the book one star. It gets one for mentioning RMA schools of thought [which few other books do]. I would give it one for including rates of technological change in different areas [sensors, information, biotechnology, et. al.], but such a metric should actually be taken with a huge grain of salt.
In the end, I found the book to be of little use, adding nothing to the debate...

Camelot the way it should have been

The West Wing is an idealized look at how the American presidency should have been; idealized but not flawless. Jed Bartlet has plenty of things to drive anyone close to him around the bend. This book looks at the Emmy award-winning series from a number of perspectives. Anyone interested in American history or the presidency will find this an essential look at a peculiarly American institution. Great Job.

Philosophical Essays, Not So Much TV

This is more an academic book about politics and the role of the executive office. It's only marginally about the TV show and not at all about the actors, behind the scenes, etc. Plus it only deals with the first couple of seasons. Not light reading in the least.

Very good educational tool

I had to watch 3 seasons in about 2 weeks of The West Wing for my graduate class. This book was very informative and gave well rounded and diverse perspectives of watching The American Presidency on Television. This book offers a collection of reviews and essays as the show as a pedagogical tool, looking at the show from a journalist point of view as well as analysis of the characters and the real people they are meant to portray.

A current well-written guide to Modern American playwrights

Author Sternlicht has provided a concise yet thorough guide to the ever-changing story of modern American drama. Included is an overview of American theatre, stretching back to the nineteenth century, and reviewing trends and influences to the present time (2001). This is quite helpful as a basis for more thorough appreciation of the 78 playwrights discussed in the book.
Sternlicht has divided the eras of modern American drama into the early 20th century -- covering such playwrights as Eugene O'Neill, Maxwell Anderson, S.N. Behrman, Lillian Hellman, Clifford Odets, William Saroyan, and more; the World War II generation of playwrights, led by the great Tennessee Williams and including segments on William Inge, Garson Kanin, Arthur Miller, Carson McCullers, Ossie Davis, James Baldwin, Paddy Chayefsky, Neil Simon, and more; Post-World War II playwrights Edward Albee, Lorraine Hansberry, Jack Gelber, Imamu Amiri Baraka, Lanford Wilson, Terence McNally, Sam Shepard, and others; and the New Dramatists (also post-World War II, but with a different weltanschaung): August Wilson, Albert Innaurato, David Mamet, Marsha Norman, Harvey Fierstein, Wendy Wasserman, Suzan-Lori Parks, Migeul Pi~nero, and more.
Within each section is an overview of the historical/cultural influence of the times in which the playwrights lived and worked.
This background is quite helpful for understanding the playwrights' works; all of the major plays of each author are discussed. Short plot outlines for each play are provided, as well as a short critical analysis. This is true even for the lesser-known playwrights, who are not given short shrift, even if only one of their works has been a success on the stage. Audience and critical reaction to each play are touched on as well.
All in all, this is a very thorough guide; it would be particularly useful in college and high school libraries and drama/lit. classes, and could also serve as a reference for young adult students.
Sternlicht has included some lesser-known as well as some very recent playwrights who may not be covered as thoroughly (when at all) in other publications of this type. In addition, this new (2002) book is recent enough to include gay and lesbian drama and well as feminist drama.
The book is very readable in its own right. Sternlicht has a direct and concise style which never rambles. There's nothing superfluous or padded in it; it is pure information presented in a well-organized manner, and the treatments of the playwrights are sympathetic overall.
A selected critical biography and very good index round out the book.

Edward B. Fiske, an educational consultant and writer, is the author of the annual Fiske Guide to Colleges. He served as education editor of the New York Times from 1974 to 1991. Helen F. This book is a work of fiction

This book has no credibility at all. I am a New Zealander and have had kids at New Zealand schools through the nineties and they are currently still in New Zealand schools. New Zealand has never had a voucher system. New Zealand schools have never had complete operational autonomy and most schools had attendance zones. A minority of schools had `bulk funding', ie they were funded a set amount per child, depending on the number of children on their role, on a given day in the year. The authors may have confused this with a voucher system but a voucher system is very different to bulk funding, and most schools were not bulk funded. Intelligent discussion on competition between schools is required but these authors have taken some far away country then made up a story to fit their political agenda.

As review of New Zealand's important public school choice program, the Fiske-Ladd book is a must-read, and indeed a "cautionary tale." Unfortunately, Fiske and Ladd squandered an opportunity to make an even larger contribution to discussions of public school choice by imagining that competition arises when families can choose which government-owned and operated facility to enroll their children in. They spin their facts into an imaginary tale even though their thorough research and meticulous reporting makes it quite clear that none of the conditions that prevail in a market exist in New Zealand's school system. There are no prices or profits. Unpopular schools are not closed or reconstituted into clones of the over-crowded, popular schools. The government won't expand or duplicate popular schools while unpopular schools have unused capacity. Instead the New Zealand central government has reacted to the waiting lists at some of the popular schools by re-imposing attendance areas on a limited basis. It means they force some families to enroll their children in a school they had hoped to escape. Again, unlike a market, parents' enrollment choices are not the only determinant of each school's share of government funding. That further mutes the limited rivalry for students possible within a government-controlled system. New Zealand schools cannot differentiate themselves to nearly the extent that independently owned schools would do in a true market system. The central government mandates a core curriculum, and political pressures limit remaining opportunities to specialize. That may be so, but the Fiske-Ladd findings are not evidence for the effects of anything but the effects of open enrollment within a government education monopoly.

"The Truth About Vouchers"

Few issues in public education are guaranteed to provoke the kind of emotional response as vouchers. Yet despite the fervent arguments made by both sides in the debate, no hard evidence was available to judge the validity of their claims. That has all changed with the publication of "When Schools Compete" by Edward B. Fiske and Helen F. Ladd.
The authors present a probing and comprehensive report of New Zealand's experiment with vouchers, which stands as the definitive study of the subject. It's a compelling story, with far-reaching implications for this country. Fiske and Ladd make the events that took place in that faraway land come alive through a combination of exhaustive research and brisk writing.
In the early 1990s, New Zealand granted all public schools complete operational autonomy and abolished attendance zones. Parents were free to choose any school, including parochial schools. Vouchers followed students to their school of choice. In one fell swoop, the government created the kind of educational free marketplace that supporters assert will improve schools.
What happened,however,was contrary to expectations. The best schools quickly filled up. Hard-to-teach students, disproportionately poor and minority, were turned away and were effectively forced to return to their schools of origin. These schools became significantly more polarized along ethnic and socioeconomic lines than before. Realizing that its grand experiment was not working, New Zealand began to pull back in the late 1990s. The country is still trying to recover from the fiasco it created.
While New Zealand is not the U.S., it shares many values, customs and traditions, including a common language. Moreover, it has a sizable number of minorities in the form of Maoris and Pacific Islanders, many of whom live in the inner cities.
Fiske and Ladd's groundbreaking book should be required reading for everyone interested in education. Given the emotional issues involved, however, that isn't likely to happen. The losers in all of this,unfortunately, will be those students most in need.

Amounting to a doubling of U.S. bilateral development aid—the largest increase in decades -- the MCA offers a critical chance to deliberately shape the face that the United States presents to people in poor nations around the world. This book makes concrete recommendations on crafting a new blueprint for distributing and delivering aid to make the MCA an effective tool, not only in its own right, but also in transforming U.S. foreign aid and strengthening international aid cooperation more generally. The book tackles head on the tension between foreign policy and development goals that chronically afflicts U.S. foreign assistance; the danger of being dismissed as one more instance of the United States going it alone instead of buttressing international cooperation; and the risk of exacerbating confusion among the myriad overlapping U.S. policies, agencies, and programs targeted at developing nations, particularly USAID. In doing so, The Other War draws important lessons from new international development initiatives, such as the Global Fund to Fight AIDS, TB, and Malaria, the mixed record of previous U.S. aid efforts, trends in the U.S. budget for foreign assistance, the agencies currently involved in administering U.S. development policy, and the importance of the relationship between Congress and the executive branch in determining aid outcomes. Important and Credible -

China's economic growth is changing the global distribution of power and resources. Internally, it is driven by determination to again make China a leading country as it was in the mid-1700s. Its current progress in doing so explains why Chinese citizens, by majorities of 90% or more, assert that the country is on the right path and that the future will be better than the present. - despite also expressing deep dissatisfaction with the specifics of their own lives. The Chinese resent American preaching about human rights and are suspicious of efforts to making commitments on global issues instead of focusing on its own economic development. National cohesion is prioritized becaue it has been so hard to achieve and maintain in the past.

Other priorities include creating the capacity to become a technological leader (expanding/improving university training, regaining key talent that went abroad to study and then stayed, leveraging technology transfer from foreign firms as a condition for market access, and designing regulatory and government procurement standards to build scale for Chinese technologies and constrain international firms' options), and make China a globally competitive player in green technologies and the upcoming low carbon revolution, allocate resources to develop inland cities and increase standards of living in rural areas, along with the service sector.

China is undergoing the most rapid and largest scale urbanization in human history, beginning in the early 1990s. Previously the party-state had cut off rural-too-urban migration. Since 1992 about 200 million Chinese have shifted from rural to urban life. China's rural employed population was about 473 million in 2008, compared to about 4 millioin required to farm all of America's arable land. The demands for construction are staggering and help account for China's now being the source of about half the global addition to building floor space every year.

Thus, economic growth in China occurs becaue of fundamental forces that are not about to change soon. However, environmental requirements may slow growth over the next 5 - 10 years.

The party committee of any locality is headed by the party secretary, the most powerful official in the area. Corporate leaders are very sensitive to national political priorities - articulating one's business agenda in terms of the goals of top local and national officials can smooth the way to approvals and cooperation. The state is always one's business partner.

Core to the Chinese political system is the understanding that promotion of leaders at any level requires they make the GDP of the territory they govern grow every year while avoiding popular unrest or major embarrassments (eg. product safety scandals). In return, superiors grant flexibility to devise ways to produce that growth and considerable tolerance for corruption. The results include very rapid growth, competition among localities for resources and opportrunities, and abundance of infrastructure projects (represent visible growth and provide large flows of funds to skim), significant local protectionism, inconsistent (at best)implementation of environmental regulations, and substantial corruption.

Lieberthal sees China's second- and third-tier cities as major openings for businesses; unfortunately, he als contends that every product designed in the U.S. is over-engineered for these markets.

In 1991, archaeologists in lower Manhattan unearthed a stunning discovery.
Buried for more than 200 years was a communal cemetery containing the remains
of up to 20,000 people.
At roughly 6.6 acres, the African Burial Ground is the largest and earliest
known burial space of African descendants in North America. In the years that
followed its discovery, citizens and activists fought tirelessly to demand respectful
treatment of eighteenth-century funerary remains and sacred ancestors. After
more than a decade of political battle―on local and national levels―and scientific
research at Howard University, the remains were eventually reburied on the site
in 2003.
Capturing the varied perspectives and the emotional tenor of the time, Frohne
narrates the story of the African Burial Ground and the controversies surrounding
urban commemoration. She analyzes both its colonial and contemporary representations,
drawing on colonial-era maps, prints, and land surveys to illuminate
the forgotten and hidden visual histories of a mostly enslaved population buried
in the African Burial Ground. Today, personal offerings and commemorative artworks,
many of which incorporate traditional African and diasporic arts and
religions, pay tribute to the ancestors and the sacred space. Tracing the history
and identity of the area from a forgotten site to a contested and negotiated space,
Frohne situates the burial ground within the context of late twentieth- and early
twenty-first-century race relations in New York City to reveal its enduring presence
as a spiritual place. Finally, she illustrates visually, spiritually, and spatially
the historic and contemporary formation of a New York City African diaspora in
relation to the African Burial Ground.
