By his own account, he sought to bend the arc of history toward greater justice, freedom, and peace; within a year he was awarded the Nobel Peace Prize, largely for that promise.

In Bending History, Martin Indyk, Kenneth Lieberthal, and Michael O'Hanlon measure Obama not only against the record of his predecessors and the immediate challenges of the day, but also against his own soaring rhetoric and inspiring goals. Bending History assesses the considerable accomplishments as well as the failures and seeks to explain what has happened.

Obama's best work has been on major and pressing foreign policy challenges—counterterrorism policy, including the daring raid that eliminated Osama bin Laden; the "reset" with Russia; managing the increasingly significant relationship with China; and handling the rogue states of Iran and North Korea. Policy on resolving the Israeli-Palestinian conflict, however, has reflected serious flaws in both strategy and execution. Afghanistan policy has been plagued by inconsistent messaging and teamwork. On important "softer" security issues—from energy and climate policy to problems in Africa and Mexico—the record is mixed. As for his early aspiration to reshape the international order, according greater roles and responsibilities to rising powers, Obama's efforts have been well-conceived but of limited effectiveness.

On issues of secondary importance, Obama has been disciplined in avoiding fruitless disputes (as with Chavez in Venezuela and Castro in Cuba) and insisting that others take the lead (as with Qaddafi in Libya). Notwithstanding several missteps, he has generally managed well the complex challenges of the Arab awakenings, striving to strike the right balance between U.S. values and interests.

The authors see Obama's foreign policy to date as a triumph of discipline and realism over ideology. He has been neither the transformative beacon his devotees have wanted, nor the weak apologist for America that his critics allege. They conclude that his grand strategy for promoting American interests in a tumultuous world may only now be emerging, and may yet be curtailed by conflict with Iran. Most of all, they argue that he or his successor will have to embrace U.S. economic renewal as the core foreign policy and national security challenge of the future.

And can they really have a more nuanced understanding of the country's problems than its own citizens? Who is there to watch day and night to hold the government accountable?

From the Ground Up proposes that the international community's efforts to improve public expenditure and budget execution decisions would be more effective if done in collaboration with local independent monitoring organizations. Stephen Kosack, Courtney Tolmie, and Charles Griffin track the work of sixteen independent monitoring organizations from across the developing world, demonstrating how these relatively small groups of local researchers produce both thoughtful analysis and workable solutions. They achieve these results because their vantage point allows them to more effectively discern problems with governance and to communicate with their fellow citizens about the ideals and methods of good governance.

The authors also outline some disadvantages facing independent monitoring organizations, such as insufficient resources, inadequate access to data, and too little influence with high government officials. Collaboration with larger international organizations could help independent monitoring organizations overcome such obstacles, increasing their chances of improving governance—from the ground up.

In 2005 Jeffrey Bader, a veteran U.S. diplomat and Asia policy analyst, was asked to meet and discuss international trade policy with the junior U.S. senator from Illinois. Bader came away greatly struck and impressed by Barack Obama and eventually came to co-chair the presidential candidate's advisory team on Asia policy. When Obama assumed the presidency, Bader became the senior director for East Asian affairs with the National Security Council.

In Obama and China's Rise, Bader discusses what he did, what he saw, and what it meant for Obama's policy toward the all-important East Asia region —first in the presidential campaign, and then in his administration. The result is a fascinating backstage view of the formulation and execution of American foreign policy as well as a candid evaluation of the same, including recommendations for future policy.

About the Author

Jeffrey A. Bader is a visiting scholar with the John L. Thornton China Center at the Brookings Institution. He returned to Brookings after serving in the Obama administration as senior director for East Asian affairs on the National Security Council from January 2009 to April 2011. Before his appointment to the Obama administration, Bader was the first director of the John L. Thornton China Center at Brookings, where he was also a senior fellow in the Foreign Policy program. He brings profound expertise and over thirty years of experience in U.S. foreign policy and Asian security.

The main geostrategic challenge facing Asia--as well as the U.S. presence there--has been the extraordinary rise of China in the past decade. In Obama and China's Rise, Jeffrey Bader, a veteran diplomat of over 30 years, recounts his experiences working for Obama's presidential campaign and serving as the senior director for East Asian affairs on Obama's National Security Council from January 2009 to April 2011.

Bader starts off outlining the Obama administration's seven major goals in Asia: 1) rebalance U.S. global priorities with greater attention paid to Asia, 2) promote a stable relationship and closer cooperation with China on international issues, 3) work towards complete denuclearization in North Korea through bilateral or multilateral negotiations, 4) strengthen and participate in Asian regional institutions, 5) strengthen alliances and partnerships--especially with Japan, South Korea, India, Indonesia, and Australia, 6) maintain forward deployment of U.S. armed forces in the region, and 7) negotiate agreements to expand trade and exports to the region.

The Obama team was fully aware of the importance of maintaining a stable and functional relationship with China. From the 2008 campaign on, the administration was careful not to label China as the bogeyman of all America's ailments.

The book is organized around three phases of major U.S.-China interactions that occurred during Bader's tenure at the National Security Council. The first stage was to lay the groundwork for a stable and healthy bilateral relationship. On April 1, 2009, President Obama and Chinese President Hu Jintao announced the establishment of the Strategic and Economic Dialogue (S&ED), which would provide a platform for a dozen officials from each side to meet annually. This mechanism is unprecedented in U.S. relations with any other country in the world, which indicates the paramount importance the Obama administration attached to China. The first phase also involved Obama's first trip to China, close cooperation on North Korea and Iran, parallel implementation of economic stimulus packages, and some limited cooperation at the Copenhagen Climate Conference.

Despite this progress, the Obama administration has faced a China more assertive than at any other time in recent memory. This was especially true in 2010, a year defined by Chinese assertiveness and the second phase of Obama's dealings with China. In 2010, Chinese policy tilted toward sheltering North Korea from international sanctions. The Chinese also excluded the United States from military activities in the Yellow Sea and engaged in an overt confrontation with Japan after the collision of a Chinese fishing boat with two Japanese Coast Guard patrol boats in disputed waters near the Senkaku Islands--with the latter leading to a temporary freeze on Chinese rare earth exports to Japan. China also threatened to halt imports from companies that engaged in arms sales to Taiwan, a pointed jab at U.S. weapons sales to the country. Perhaps most significantly, China aggressively expanded its claims on the South China Sea.

The Obama administration reacted by signaling to China that assertiveness would only make China lose critical economic partners. Yet even as the United States acknowledged the inevitability of China's rise, Bader summarizes that the Obama administration pragmatically "sought to ensure that China's rise served to stabilize, not destabilize, the Asia-Pacific region, which included five U.S. allies and other partners in whose security Americans had an interest."

In light of this, the Obama administration reasserted U.S. interests in the South China Sea and reiterated America's commitment to Japan's security, even while remaining ostensibly neutral on the question of the Senkaku Islands. Bader believes that China clumsily alienated its partners in the region, yet its foreign policy analysts confused cause and effect and blamed the United States for the deterioration in China's relations with its neighbors. Bader writes that by the end of 2010, China had begun to rethink its assertive posturing.

Bader suggests that it was not until early 2011, when Hu Jintao visited the United States, that U.S.-China bilateral relations began to get back on track, opening up what Bader considers the third stage, which has been marked by continued progress on security issues and greater emphasis on bilateral and global economic issues as China approaches its once-a-decade leadership transition.

According to Bader's assessment, the Obama administration managed the key issues in the bilateral relationship quite well, making important progress on Iran, climate change, North Korea, and the world economy. Although Bader supports the administration's "strategic pivot" to East Asia, he believes the term is a misnomer that over-militarizes the actual implications of the policy. The net U.S. military presence is not going to increase except with the deployment of 2,500 U.S. Marines to Darwin, Australia. What better characterizes the dynamic, Bader argues, quoting National Security Adviser Thomas Donilon, is a "rebalancing of U.S. priorities toward the Asia-Pacific."

Obama and China's Rise is the first account of Asia policy-making in the Obama administration written by someone who was part of the effort. Bader's account captures the details while contextualizing them in the larger picture. However, Bader's account does not reveal much about the disagreements among various policymakers about how best to deal with China and Asia at large, nor about how the administration decided on which strategy to pursue. Obama and China's Rise is a fine account of what the administration did, but is less suitable for those curious about why.

Informative but Sounds Like a Campaign Ad

This is an educational piece by Jeffrey Bader that provides a brief recap of the diplomatic encounters between the US and China during President Barack Obama's first term. Bader's text provides a humble yet subjective account of the Obama Administration. The author is careful not to make assumptions about situations that he did not experience firsthand however, he portrays everything in a tone that seems to glorify the administration to a point beyond the ability to be criticized in any way. This book is filled with the outcome of events but does not give any insight as to the process by which the final decisions were made and why.

They draw on previously unpublished data, interviews with key officials, and visits to dozens of schools to describe the changes made in school finance, teacher assignment policies, governance, curriculum, higher education, and other areas. They conclude that the country has made remarkable progress toward equity in the sense of equal treatment of persons of all races. For several reasons, however, the country has been far less successful in promoting equal educational opportunity or educational adequacy. Thus equity has remained elusive.

Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support.

Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. Shooting Up shows vividly how powerful guerrilla and terrorist organizations — including Peru's Shining Path, the FARC and the paramilitaries in Colombia, and the Taliban in Afghanistan — have learned to exploit illicit markets. In addition, the author explores the interaction between insurgent groups and illicit economies in frequently overlooked settings, such as Northern Ireland, Turkey, and Burma.

While aggressive efforts to suppress the drug trade typically backfire, Shooting Up shows that a laissez-faire policy toward illicit crop cultivation can reduce support for the belligerents and, critically, increase cooperation with government intelligence gathering. When combined with interdiction targeting major traffickers, this strategy gives policymakers a better chance of winning both the war against the insurgents and the war on drugs.

About the Author

Vanda Felbab-Brown is a fellow in the Foreign Policy Program and a member of the 21st Century Defense Initiative at the Brookings Institution. She also teaches in the Security Studies Program at Georgetown University's School of Foreign Service. An expert on international and internal conflict issues, including counterinsurgency, she has published widely on the interaction between illicit economies and military conflict and has testified before Congress about her work. The research on which this book is based received the American Political Science Association's Harold D. Lasswell Award for the Best Dissertation in the Field of Public Policy.

Solid writing on a murky subject

Here Vanda Felbab-Brown offers a very convincing analysis of the problems that arise when dealing with illicit economies and insurgents in the third world.

Initially, I was fairly skeptical. The first two chapters deal with analytic conclusions and the terms by which her research was conducted. Though these claims seem to "float" initially (she takes, I think, too long to define one of her key terms, "Political Capital"), the histories she provides of Peru, Columbia, and Afghanistan thoroughly dissolved my doubt in the book's analytic capacity. Nuance comes through solidly in the historical section of the book. Thankfully, the author does not get bogged down by trying to involve the efficacy of international law; she makes it clear that policymakers cannot have their cake and eat it too, at leas insofar as the traditional (pro-eradication) understanding of narcoterror would have it. Rather, the difficulties of the subject matter arise naturally out of the book.

Good Book!

Professor Felbab-Brown is a brilliant lady but this book pretty much repeats what any practitioner of irregular warfare already knows; given a tight situation, insurgents will use anything including the drug trade to fund their fighting. If you haven't been to Afghanistan, Colombia or Peru, go ahead and read it. If you've been to those places in a military capacity, then don't waste your time.

Vanda Felbab-Brown's work is solid. The scholarly approach, utilized throught this publication, goes beyond the usual magazine article approach of similar works. This book is a must-read for anyone interested in the deeply rooted global narcotics trade.

About the Author
Born in Tel Aviv in 1967, Etgar Keret is the author of three best-selling story collections, one novella, three graphic novels, and a children s book. His fiction has been translated into sixteen languages and has been the basis for more than forty short films. He lives and teaches in Tel Aviv.

"Every person is a world champion in something..."

Etgar Keret has taken his father's words very much to heart: he has become an award winning story teller, a film producer and, first of all, an astute and candid observer of life in his country, Israel.

FOUR STORIES is much more than the title suggests. Two introductions to his person (by Ken Frieden and George Saunders) are helpful and add to our understanding of Keret, the author and his work and thinking. The four stories selected for this slim volume, expand on the topic of his lecture, especially how exposure to the experiences of the generation of Holocaust survivors can impact the life of the young, the second generation, in different ways. Two of them stand out for me in particular. In the first, Keret describes a visit to a Holocaust Memorial by a boys' class, in the second he illustrates schoolboys' behaviour in competition. In both, the relationship to an older person, a survivor, is the moral focus of the story.

The centre piece of this booklet is Keret's B.G. Rudolph Lecture in Judaic Studies, presented in 2009 and edited for this compilation. It is more an informal talk than a lecture in the academic sense and its title is deceptively simple: Second Generation. In it, Keret reflects on his personal perspective on being a second generation Holocaust survivor. He summarizes his parents' ordeal and their way of coping with it. Like in his short story writings, he is open, direct, informal and candid here. He raises his concerns about the trends in the nineteen-nineties of publishers and film makers to search out any kind of second generation survivor story. His personal experiences, he explains, have, in some ways, set him apart from others of his generation. "When they wanted to "classify me under this second-generation token", he felt," that it was some sort of reduction of my family and of my relationship with my parents..." In contrast to many survivor families where the past is solidly covered with silence, his parents and "never denied the horrifying experience they had gone through, but there was something in the way they told it." It was in this context that his father spoke about every person being a world champion: he told his son what made him one and how it helped him survive...

Reading this booklet will encourage any reader to pick up one or the other collection of Etgar Keret's short stories. I had the privilege to hear him speak recently, capturing the audience with stories and candid answers to the interviewer's questions. His reading of the title story from his upcoming collection in English, with the current draft title "Then there was a knock at the door", makes me impatient to read more. [Friederike Knabe]

Another great work by Keret.

The lecture is an important contribution to dealing with historical trauma. Keret's personal perspective gives a unique insight into it-- both as a writer and as a son of Holocaust survivors. The short stories are simply Keret and gain additional depth in the context of the lecture.

Not all new material

I love Etgar Keret, and the introduction/presentation included at the beginning of the book was great. However, I had read 3 of the 4 stories in his other collections, which was disappointing. I guess I should have checked exactly what was included.

Under the brutal conditions of the Dachau-Kaufering concentration camp, a handful of young Jews resolved to resist their Nazi oppressors. Their weapons were their words. After the Soviet occupation of Kovno, the mem­bers of Irgun Brith Zion circulated an underground journal, Nitzotz (Spark), in which they debated Zionist politics and laid plans for postwar settlement in Palestine. When the Kovno Ghetto was destroyed, several contributors to Nitzotz were deported to the German interior, where they were constcripted to slave labor in the satellite camps of Dachau. Against all odds, they did not lay down their pens.
Nitzotz is the only known Hebrew-language publication to have ap­peared consistently throughout the Nazi occupation anywhere in Europe. Its authors believed that their intellectual defiance would insulate them against the dehumanizing cruelty of the concentration camp and equip them to lead the postwar effort for the physical and spiritual regeneration of European Jewry. "Just two months after the liquidation of the Kovno ghetto, a Dachau- Kaufering issue of Nitzotz appeared. Its editors were Abraham Melamed and Shlomo Frenkel Shafir. The first two issues were written by Frenkel from the BBC nightly, German broadcasts while he was in Kaufering 1 and II. Of course, Putin is not a "nobody"; he only wants the world to see him that way, and he has gone to extraordinary lengths throughout his life to conceal who he really is.

In this book, Russian experts Fiona Hill and Clifford Gaddy answer the question, "Who is Mr. Putin?" Drawing on many sources, including their own personal encounters with him, they argue that there are, in fact, several "real Putins." His outlook has been shaped by many influences —a combination of archetypical Russian mentality, a very close reading of Russian history and literature, his own early life, his KGB training, his time in East Germany, his experiences in St. Petersburg in the 1990s, his early days behind the scenes in Moscow, and his time at the helm of the Russian state. Understanding his multidimensional nature is and should be important for U.S. and other policymakers trying to decide how to approach and interact with him.

While uncovering the many real identities of Mr. Putin, the authors concentrate on five essential ones: Putin the Statist, Putin the Survivalist, Putin the Outsider, Putin the Free Marketeer, and Putin the Case Officer. For each of these identities, they explain what it is, why it is important for understanding Putin, and trace its roots and evolution.

Finally, they examine the nature of the personalized system that Putin has built up and why it can be understood as a logical result of his personality. He has an idealized view of himself as CEO of "Russia, Inc." In reality, his leadership style is more like that of the don of a mafia family. The system is personalized, private, informal; enforcement is not by positive incentives but by threats. Putin the CEO has not been the executive of a transparent public corporation; he's been one who operated in the closed board room of a privately held corporation, feeling no need to disclose the shareholders or motivate any decisions. And now his corporation is in crisis. The public is demanding that Putin the CEO be held accountable for its failings.

Great for people interested in modern Russia

As someone who has spent a lot of time thinking about Russia, I thought this book was an excellent guide to understanding Putin's style of government. He came out of nowhere to become the president of a country on the verge of collapse and is now extremely well-known throughout the world, but no one has any idea where he came from. This book clearly explained the logic behind his policies, and even made him sympathetic, in spite of the familiar gangster image that Americans are most familiar with. This was well-written and I thoroughly enjoyed it.

An innovative approach to understanding how Russia is ruled

A highly readable work and a very useful addition to the literature on Putin and Putinism. The multiple identities approach was a brilliant innovation, for Putin is a complex character who cannot be examined using a single lens. That said, one could no doubt comb even what little we have in the way of facts about earlier periods of his life to find additional identities - The Loyalist, for example. Of special note is the discussion of Putin having been Absent at the Revolution - having missed out on the events and atmospherics of Perestroyka, and how that made him different from other Russian politicians.

"Time Machine" Book: To Regress or Progress?

This is a book one can enjoy reading several times. As a person who eye-witnessed political and economic changes of the 1990s and 2000s, I found the book more about the recent history of the Russian political system than the celebrity president. No doubt, the authors' retrospective analysis helps understand Mr. Putin's views, values, and vision for Russia. And these are not unique to the Russian president alone. Operative in the Kremlin is a "time-machine" book. It is both serious and fun to read. I would recommend the book to Russian students who study history, political science, international affairs, or economics.
