About the Author

Barry G. Rabe is a professor of environmental policy in the School of Natural Resources and Environment and professor of public policy in the Gerald R. Ford School of Public Policy at the University of Michigan. He also directs the university's new Program in Environment. Rabe is the author of two previous Brookings books, When Federalism Works and Beyond NIMBY.

Well presented given complex topic

I'm a graduate student in environmental studies and wanted a summer book giving some historical context to state level Renewable Energy Portfolio Standards. Barry Rabe does a great job of revealing how the states emerged as the most powerful force in climate change regulations. This isn't a book focused on climate change per se, it's a primer on how the states have reacted to climate change, political forces, and economic volatility to craft effective legislation. While it is a fact-filled book (at times a little too dense) his writing style flows well. It was an enjoyable read while reinforcing the important influence to remember. I'm looking forward to reading his 2010 book. Although this book could be looked at as being dated (2004), it very valuable from the historical as well as legislative effectiveness perspective.
