Globalization, Social Movements, and Peacebuilding (Syracuse Studies on Peace and Conflict Resolution (Hardcover)), by Jackie Smith

Each year, governments spend billions of dollars on peacekeeping efforts around the world, and much more is spent on humanitarian aid to refugees and other victims of armed struggle. Yet research shows that nearly half of all countries experiencing civil war see renewed violent conflict within five years of a peace agreement. How do we account for such a poor track record? The authors in this volume consider how global capitalism affects fragile peace processes, arguing that the international economic system itself is a major contributor to violent conflict. By including the work of anthropologists, economists, religious studies experts, sociologists, and political scientists, this book presents a broad yet thorough exploration of the complexities of peace building in a global market economy. Included in the volume are specific studies of Africa, Asia, and the Middle East, as well as considerations of conflicts on the global scale.

Windows of Faith: Muslim Women Scholar-Activists in North Am
By Deborah
Muslim women are one of the most misunderstood and misinterpreted groups of people in the western world. This book offers a refreshingly realistic view by Muslim women themselves. It is a candid and honest analysis by an eclectic mix of professionals. They tackle issues from birth control, spirituality, culture versus religion, identity, and more. These essays will educate and enlighten anyone seeking true information about a religion that has been demonized and women who have been blanketly labeled oppressed.

A SERIES OF FASCINATING ESSAYS FOR PROGRESSIVE MUSLIM WOMEN
By Steven H Propp
In the Introduction to this 2000 book, editor Gisela Webb writes, "The purpose of this book is to give evidence of, and voice to, the diversity of expressions that constitutes contemporary Muslim women's scholarship and activism in the United States. What makes this collection of essays unique and of critical importance in understanding the current situation of Muslim women's studies in America can be understood by looking at the genesis, methodology, and goals of this volume. In summary, these women's writings can be seen as the product of the gradual but steady emergence of a movement among many---perhaps a critical mass of---Muslim women who insist that their religious self-identity not be dismissed and that, in fact, it be affirmed in the midst of their acknowledgement of and strivings toward solving what they see as serious problems that have faced and continue to face women in both Muslim and non-Muslim societies and communities around the world."

Here are some quotations from the book:

"The absence of the female voice with regard to the Qur'an has severely affected the very notions many Muslims hold of the Creator and, consequently, of the notion they have about the purpose and role of humankind in creation." (Pg. 13)
"Women did not fare as well in the commentaries on the Qur'an, all written by male writers. The commentaries are very important, for they are part of the jurist's reference in explaining the legal aspects of the verses of the Qur'an." (Pg. 82)
"In the spring of 1995, the grand shiekh of al-Ahzar issued a religious ruling stating that female genital mutilation is 'a duty on every Muslim woman,' arguing that the ritual checks a woman's sexual drive and, thus, makes her more virtuous. The law on banning female circumcision, which thousands of women worked to have introduced into their legislative process, was supported by Egypt's ministers of population and justice. None, however, chose to discredit publicly the grand shiekh's views." (Pg. 219)

Invent your own Islam
By A Customer
Muslim women in America enjoy the intellectual and personal freedom to "invent" their own Islam, to remake their tradition into something a little less oppressive.
Make no mistake about it, Mohammed was quoted in the Bukhari Hadith as stating that "women are deficient in intellect." Mohammed offered this as his explanation of why the Koran holds women's testimony to be worth half of that of a man.
This book is wishful thinking made possible by the freedom of America. In Islam Central, Saudi Arabia, women cannot drive. In Kuwait they cannot vote. IN Jordan they can be killed with impunity by a male relative. In Bangladesh a discussion of women's rights can elicit attack by Islamic vigilantes.
Muslim women are oppressed, it it not just our imagination, and it isn't a "Myth" cooked up by the West.

Some may dispute the effectiveness of aid. But few would disagree that aid delivered to the right source and in the right way can help poor and fragile countries develop. It can be a catalyst, but not a driver of development. Aid now operates in an arena with new players, such as middle-income countries, private philanthropists, and the business community; new challenges presented by fragile states, capacity development, and climate change; and new approaches, including transparency, scaling up, and South-South cooperation. The next High Level Forum on Aid Effectiveness must determine how to organize and deliver aid better in this environment.

Catalyzing Development proposes ten actionable game-changers to meet these challenges based on in-depth, scholarly research. It advocates for these to be included in a Busan Global Development Compact in order to guide the work of development partners in a flexible and differentiated manner in the years ahead.

Camp David: Peacemaking and Politics (A Brookings Classic), by William B. Quandt

In September 1978, William Quandt, a member of the White House National Security Council staff, spent thirteen momentous days at Camp David, the presidential retreat in Maryland, where three world leaders were holding secret negotiations. When U.S. President Jimmy Carter, Egyptian President Anwar Sadat, and Israeli Prime Minister Menachem Begin emerged on September 17, they announced a monumental accomplishment: the first peace agreement between Israel and one of its Arab neighbors.

Praised by some for laying the foundations for peace between Egypt and Israel, the accords have also been criticized for failing to achieve a comprehensive settlement, including a resolution of the Palestinian question. But supporters and critics alike recognize the importance of what happened at Camp David, and both groups acknowledge the vital role played by the United States in reaching an agreement.

There are few eyewitness accounts of the Camp David negotiations. Of the three leaders present, only Jimmy Carter wrote specifically of the talks in Keeping Faith: Memoirs of a President (1982). Neither Sadat nor Begin ever wrote about Camp David.

Quandt's book is not only an eyewitness account but a scholar's reconstruction of the event, with insights into the people, politics, and policies. His Camp David has provided a comprehensive and lasting guide to the difficult negotiations surrounding the talks, including the fraught scenario leading up to the meetings at the presidential retreat and the accord that would lead to Sadat and Begin jointly receiving the 1978 Nobel Peace Prize.

Praise for Camp David: Peacemaking and Politics "The most authoritative account of a major historic event, written with scrupulous scholarship by a key behind-the-scenes participant." —Zbigniew Brzezinski, Adviser to the President for National Security Affairs, 1977–81

"An excellent piece of work... will represent a major contribution to the academic literature on American Middle East policy during the Carter administration. No one but Bill Quandt could, in my view, write so knowledgeable, yet so judiciously balanced, an account." —Hermann Frederick Eilts, Director, Boston University Center for International Relations, and ambassador to Egypt, 1973–79

"Quandt writes as a participant in the process and as a thoughtful, proven scholar, an expert on international diplomacy and on the Middle East." — Foreign Affairs

In September 1978 William Quandt, a member of the White House National Security Council staff, spent thirteen momentous days at Camp David, the presidential retreat in Maryland, where three world leaders were holding secret negotiations. When U.S. President Jimmy Carter, Egyptian President Anwar Sadat, and Israeli Prime Minister Menachem Begin emerged from their talks, they announced a signal accomplishment: the first peace agreement between Israel and one of its Arab neighbors, Sadat’s Egypt.

Quandt, drawing on what he saw and heard during the talks and on official documents, wrote Camp David in order to show how presidents negotiate difficult issues. His book has become, with time, a scholarly classic and, as Martin Indyk notes in his foreword, “a model of critical, in-depth, fact-based, policy-relevant research.”

Quandt’s book is not only an eyewitness account but also a scholar’s reconstruction of a milestone event in Middle East diplomacy, with insights into the people, politics, and policies. His Camp David has provided a comprehensive and lasting guide to the difficult negotiations surrounding the talks, including the fraught scenario leading up to the meetings at the presidential retreat and the talks and accord that would lead to Sadat and Begin jointly receiving the 1978 Nobel Peace Prize.

William B. Quandt is an American scholar, author, and professor emeritus at the University of Virginia and former senior fellow in Foreign Policy at the Brookings Institution. A Journey Into Mohawk and Oneida Country 1634-1635: The Journal of Harmen Meyndertsz Van Den Bogaert Revised Edition (Iroquois and Their Ne

In 1634, the Dutch West India Company was anxious to know why the fur trade from New Netherland had been declining, so the company sent three employees far into Iroquois country to investigate. Harmen Meyndertsz van den Bogaert led the expedition from Fort Orange (present-day Albany, NY). His is the earliest known description of the interior of what is today New York State and its seventeenth-century native inhabitants.

Van den Bogaert was a keen observer, and his journal is not only a daily log of where the expedition party traveled; it is also a detailed account of the Mohawks and the Oneidas: the settlements, modes of subsistence, and healing rituals. Van den Bogaert’s extraordinary wordlist is the earliest known recorded vocabulary of the Mohawk language.

Gehring’s translation and Starna’s annotations provide indispensable material for anthropologists, ethnohistorians, linguists, and anyone with a special interest in Native American studies. Michelson’s current additions to the wordlist of Mohawk equivalents with English glosses (wherever possible) and his expert analysis of the language in the Native American passages offer a valuable new dimension to this edition of the journal.

sparse text
By DaLaoHu
This text is rather sparse, so would probably not be of much interest to the general reader. But then, the general reader would probably not even be looking at this title. If, like me, you find yourself fascinated with first person accounts of early European contacts with Native Americans, this is valuable simply because there are so few surviving accounts from the New Netherlands era. This is the diary of a mid-winter journey through the upper Mohawk Valley. Well footnoted and with a large glossary of Mohawk words.

Brief but fascinating
By Doctor.Generosity
This is the translation of a short journal by Dutch agents of the West India Company who traveled among the Mohawk Indians in upstate New York in the early 1600's. Their mission was commercial - to understand the Indian's fur trading situation and how the Dutch might capture the beaver pelt market in competition with the French. And it was all driven by the fashion of the time for hats in Europe.

The text is interesting because of the early date. Here are the Indians of northeast America before their lives were forever destroyed by the white man. One reads that even at this early date they were definitely in touch with the French, English and Dutch, seeing them as customers for pelts but also sources of firearms and other technology. Here was a paleolithic society suddenly in contact with early modern Europe. Smallpox was the one factor they could not deal with.

On the level of daily life, we read how difficult was survival in winter in update New York in 1635. Hunger and warmth were daily challenges, and the Dutch explorers' relations with the Mohawks were matters of life and death. Many small vignettes are written here; the day the Dutchmen's food supply was eaten by Indian dogs and they were reduced to imploring their hosts for bear and salmon meat. How the Indian's loved the Dutch to shoot off their firearms, just for the loud bang. Observations of shamanistic healing practices. The internal politics and warfare among Iroquois nations, who were distributed over a vast tract of the northeast from the present Manhatten into Quebec, western New York to Cape Cod. Fascinating.

The Dutch and the First Nations
By Sylvia Hawley
This brief diary gives one man's account of his rare winter venture into Mohawk Iroquois country from what is now Albany, NY (then Beverwijck - Beaver Village). He went to resolve trade issues with the native peoples and reported intimately on lifestyle and ceremony. Van Den Bogaert's trek was prompted by the need to find tribal authorities and make a better deal than French traders had offered. This is a fascinating glimpse into a culture and time no longer available to us for observation. Because of tribal rivalries, the Mohawks preferred doing business with the Dutch anyway and they got a better price out of their agreement with Albany through Van Den Bogaert. This little book includes about eight pages of the author's dictionary of Mohawk and Dutch languages, brought into English by Charles T. Gehring and William Starna. Thanks to Gehring's thirty-some years of translating, new insights are available to historians as well as popular readers. These glimpses help to make more realistic and balanced our romantic impressions of the first people. An important companion work is Adriaen Van Der Donck's "A Description of New Netherland" that has its focus on the development of Manhattan and the trading relationships of the 1600s. Lovely reading. Another important companion is Russell Shorto's "Island at the Center of the Earth," which gives a great overview of the entire adventure from Amsterdam and Leiden to this abundant new world.

Handcuffed: What Holds Policing Back, and the Keys to Reform, by Malcolm K. Sparrow

The current crisis in policing can be traced to failures of reform.

“Sparrow surely is right to condemn policing directed only at crime rates rather than community satisfaction.” –The New York Times Book Review

In the past two years, America has witnessed incendiary milestones in the poor relations between police and the African-American community: Ferguson, Baltimore, and more recently Baton Rouge, St. Paul, and Dallas.

Malcolm Sparrow, who teaches at Harvard Kennedy School of Government and is a former British police detective, argues that other factors in the development of police theory and practice over the last twenty-five years have also played a major role in contributing to these tragedies and to a great many other cases involving excessive police force and community alienation.

Sparrow shows how the core ideas of community and problem-solving policing have failed to thrive. In many police departments these foundational ideas have been reduced to mere rhetoric. The result is heavy reliance on narrow quantitative metrics, where police define how well they are doing by tallying up traffic stops, or arrests made for petty crimes.

Sparrow’s analysis shows what it will take for police departments to escape their narrow focus and perverse metrics and turn back to making public safety and public cooperation their primary goals. Police, according to Sparrow, are in the risk-control business and need to grasp the fundamental nature of that challenge and develop a much more sophisticated understanding of its implications for mission, methods, measurement, partnerships, and analysis.

Review
We need a clear vision of where policing in America is headed. We surely need a broader view of what it means to succeed in the vital but enormously complex enterprise of policing. Sparrow provides rich and very timely help. Every police chief will find ideas here they can use, and their communities will be better served as a result.
—Charles Ramsey, Cochair, President’s Task Force on 21st Century Policing,
and Former Commissioner, Philadelphia Police Department

Hardly anyone writes more thoughtfully and perceptively about policing than Malcolm Sparrow. He argues here that American law enforcement has lost its way by failing to follow through on the core commitments of community and problem-oriented policing. Anyone who cares about the state of American policing should read this book.
—David Alan Sklansky, Stanley Morrison Professor of Law, Stanford Law School

Malcolm Sparrow, one of the nation’s leading scholars on policing, provides timely and penetrating analysis. He brushes aside, with refreshing candor, much of the contemporary superficial treatment of the field’s ills, challenging claims and assumptions that clutter popular reform agendas. He proposes more profound and ambitious change, drawing heavily on his work with other regulatory agencies—a body of experience very comparable to local policing, but rarely tapped for its relevance. This book “points the
way” and ranks among the most valuable resources available during this crisis.
—Herman Goldstein, Professor of Law Emeritus, University of Wisconsin Law School, and author, Policing a Free Society and Problem-Oriented Policing

America’s police, still trying to recover from the “Great Recession,” now face the crisis resulting from Ferguson and subsequent events. In Handcuffed Malcolm Sparrow makes an enormous contribution, clarifying the underlying challenges and showing how police can increase both effectiveness and community confidence. This book reinforces Sparrow’s decades-long advocacy for problem-oriented policing.
—Darrel W. Stephens, Executive Director, Major Cities Chiefs Association

From the Inside Flap
The police shooting of an unarmed young black man in the St. Louis suburb of Ferguson, Missouri, in August 2014 sparked riots and the beginning of a national conversation on race and policing. Much of the ensuing discussion has focused on the persistence of racial disparities and the extraordinarily high rate at which American police kill civilians (an average of three per day).

Malcolm Sparrow argues that other factors—critical flaws in the more general development of police theory and practice over the last twenty-five years—have substantially contributed to the current crisis in American policing.

Sparrow shows how the reform ideas of community and problem-solving policing, adopted as conventional policing wisdom by the 1990s, have failed to thrive. Many departments give these ideas mere lip-service and still define their success by narrow quantitative metrics—tallying up traffic tickets issued, or arrests made for petty crimes. They focus closely on official but unreliable crime statistics while exercising inadequate
control over policing tactics and style.

Sparrow says police must escape their narrow focus and perverse metrics and turn back to making public safety and public cooperation their primary goals. Police departments, he argues, are fundamentally in the business of risk-control and harm-reduction, with profound implications for policing strategy, methods, measurements, analysis, and the nature of community interactions.

Kennedy School of Government and faculty chair of the school’s executive program—Strategic Management of Regulatory and Enforcement Agencies. Policing in the 21st century
By Kenneth Morris
If you want to know about 21st century policing and if you want your agency and officers to understand the changing dynamics in policing; this is an essential read. The author sets out the causes of recent police behaviors, he describes the police sub-culture and sub, sub-cultures. He gives us a plan or a road map to better improve the noble profession of law enforcement. No matter what we think, we cannot police in the 21st century as we did in the 20th century and he vividly tells us what has to be studied and what we have to do, or somebody else will tell us what to do and then we have to do it their way, not our way. "Handcuffed" should be mandatory reading in every supervisory and command level course including the FBINA, Southern Police Institute, and Northwestern Command and Staff Course. We have to quit be overly protective and always have an excuse for misconduct but research and find answers so our training and education will prepare officers for the social environment called their workplace. The author gives us these directions. This book is required reading in our command course..

State Failure and State Weakness in a Time of TerrorFrom Brookings Inst. Press/World Peace Fdn.

The threat of terror, which flares in Africa and Indonesia, has given the problem of failed states an unprecedented immediacy and importance. In the past, failure had a primarily humanitarian dimension, with fewer implications for peace and security. Now nation-states that fail, or may do so, pose dangers to themselves, to their neighbors, and to people around the globe: preventing their failure, and reviving those that do fail, has become a strategic as well as a moral imperative. State Failure and State Weakness in a Time of Terror develops an innovative theory of state failure that classifies and categorizes states along a continuum from weak to failed to collapsed. By understanding the mechanisms and identifying the tell-tale indicators of state failure, it is possible to develop strategies to arrest the fatal slide from weakness to collapse. This state failure paradigm is illustrated through detailed case studies of states that have failed and collapsed (the Democratic Republic of the Congo, Sierra Leone, the Sudan, Somalia), states that are dangerously weak (Colombia, Indonesia, Sri Lanka, Tajikistan), and states that are weak but safe (Fiji, Haiti, Lebanon).

Robert Rotberg, as a prominent scholar of the problems of the developing nations has compiled a set of essays by academicians on nations in Africa, South America and Asia which have been on the spectrum from weak to collapsed in recent years. Together these essays highlight in a descriptive manner the events and causes of state failure. Individually, many of the essays suffer from an academic writing style which makes them difficult to read due to their over-reliance on detail wherein the reader loses sight of the forest to for the trees. This volume would have benefited from a review chapter outlining the: causes dynamics, features and resolution of nations which have failed.

inaccurate in its review of at least one country

I can only judge the article on the the government failure in Tajikistan, as it is a country I both lived in and studied for many years. The author, Nasrin Dadmehr, explains the weakness of the current state by examining its historical background, but that background, as he presents it, is full of omissions and inaccuracies.

For instance, the word "basmachi" used to describe the armed rebel groups in 1920's Central Asia, does not mean "bandits" in Russian, as he claims. It means nothing in Russian because it is not of Russian origin but was adopted from one of the local languages, Tajik or Uzbek.

Another example is that the author keeps referring to the two factions fighting for control over government as "Communists" and "Islamists". It is true that these labels have been exploited by both sides in order to attract foreign aid from countries where those things matter (such as Iran, Saudi Arabia, or Russia). However, the actual division is based entirely on people's ethnic/regional affiliations. So unless you accept the idea that everyone born in Kulab is a Communist and a Gharmi accent automatically makes one a devout Muslim, those labels mean as much as the logos of two opposing teams in a football field. Chicago Bears are not really bears, the "Islamist opposition forces" are not united by Islam, and there has not been any Communists in Tajikistan for many years, apart from perhaps a few senior citizens nostalgic for the times when they had something to eat. So whenever anyone describes the conflict in Tajikistan as a struggle between Communists and Islamists it is a good indication that they have very little knowledge or understanding of the political situation in that country.

There are plenty of other inaccuracies as well, like the description of May 1992 events. According to the author, this is when "backed by popular support and two months of non-stop demonstrations succeeded in imposing a coalition government on the communists." In reality, the "imposing" part involved an ambush of the city airport by a heavily armed group of militants who proceeded to capture President Nabiyev as he was trying to flee the country and forced him, at a gunpoint, to sign his resignation. There was no "coalition government" created, and the following few months of the opposition's rule were filled with as much oppression and extreme violence towards Kulabis as was later directed at Gharmis when the power switched back around.

The two-month long non-stop demonstrations that had led to this incident included one for the opposition and one supporting the government. Both were heavily organized, with people being recruited and bussed in from remote villages to be fed, clothed, and financially compensated for the two months of camping in the middle of the city. No information about who was paying for all that "expression of popular will" on either side was ever publicly released.

Even if these omissions in the article seem minor or irrelevant, they reduce the complexity of the war in Tajikistan to a "goodies vs. baddies" comic-book type scaffle that incidentally brings about the collapse of the government. The collapse itself and the resulting chaos is described quite well. But glancing over so many important aspects of what had led to it makes the resulting analysis somewhat skewed and one-sided.
