An Apologia for Non-Intervention

Alan Kuperman purports to stick to "the facts." But the fact is that he ignores them:
He assumes that the only effective intervention in Rwanda would have been an airlift of U.S. troops from the continental United States, and then calculates that intervention would have taken too much time to be effective. In fact, 2500 UNAMIR peacekeeping troops were already on the ground in Rwanda, with over 5,000 French, Belgian, and U.S. troops in neighboring countries, and the French and Belgians had their troops in Rwanda within a week of the beginning of the genocide, but only to extract their own citizens. As Linda Melvern proves in her much better book, A People Betrayed, what was needed was the revised U.N. Security Council mandate for UNAMIR and the reinforcements the courageous UNAMIR commander, Gen. Romeo Dallaire requested.
Mr. Kuperman also assumes as fact that President Clinton did not know about the genocide until weeks after it began. In fact, despite efforts by lawyers in the State Department to avoid calling it genocide, U.S. diplomats in Rwanda called it genocide the day after the killing began, and Pres. Clinton knew it within the first week.
The failure of the U.N., U.S., France, and others who could have intervened to prevent and then stop this preventable genocide was a failure of political will and moral empathy. Mr. Kuperman's attempt to excuse it as militarily and logistically impossible to stop may let the policy makers responsible for this colossal failure sleep more peacefully. But for the murdered people of Rwanda, his excuses provide little solace.

Excellent read for the lay person

Ever wondered how to decide whether to intervene in a genocide?
This book lays out the obstacles that would have had to have been overcome to avert the wholesale slaughter in Rwanda, a genocide that was largely completed in a matter of weeks.
As a lay person and concerned citizen about U.S. intervention policies in other countries, I am relieved to find a book that analyzed the issues in an clear, unbiased fashion.
Kuperman briefly but cogently outlines various considerations including geography, culture, and history in a practical, behind-the-scenes manner that makes a complicated situation better understood, even for those outside government and policy think tanks.
Highly recommended for any reader interested in humanitarian aid.

Brilliant and Insightful!

Having read favorable reviews of this book in both the Harvard Magazine and the Harvard International Law Journal and being an attorney who is deeply concerned with human rights, I felt compelled to read Kuperman's book and I was not disappointed. While the conventional wisdom that a small force of 5000 troops could have prevented genocide in Rwanda and possibly in other places, Kuperman smashes such beliefs in his intricate analysis of the 1994 genocide of 500,000 Tutsis in Rwanda. And unlike Samantha Powers who in her book "A Problem from Hell" sugarcoats how easy it would be for the United States to have prevented genocides throughout history, Kuperman in his book deals with the facts -- and as he states so eloquently in the first page of his preface "facts are stubborn things". Therefore, Kuperman proceeds to lay out all the facts of the Rwanda genocide in excruciating detail. And in laying out all the facts, Superman dispels myths, discusses the complex motivations of all the actors in this civil war, hypothesizes about the success of various forms of military intervention, and ultimately, draws important and reasoned conclusions which can help future leaders prevent civil conflicts from escalating into genocides. While this book is not light reading and you do need at least a couple of years of college to understand it, Kuperman's book is a must read for any serious student of genocide and international relations. I give it my highest five star rating!

Charles T. Gehring is the director of the New Netherland Project with the New York State Library and the coeditor of numerous collections of original documents from Dutch New Netherland. William A. Starna is a professor emeritus of anthropology at the State University of New York College at Oneonta and a coeditor of "Iroquois Journey: An Anthropologist Remembers" (Nebraska 2007). Gehring and Starna coedited "A Journey into Mohawk and Oneida Country, 1634-1635: The Journal of Harmen Meyndertsz van den Bogaert "and (with Dean R. Snow) "In Mohawk Country: Early Narratives of a Native People," Diederik Willem Goedhuys is a native of the Netherlands and thirty year resident of South Africa. In addition to having knowledge of Dutch, Afrikaans, and English at his disposal, he also spent several months at the New Netherland Project in Albany, New York, where he had access to the best reference sources for the translation of a seventeenth-century publication.

The Hygrophoraceae family of mushrooms, often called 'waxcaps,' is well-known among amateurs and professionals because of its striking colors, stature, and general noticeability in the forest. This beautiful book is certainly the most complete field guide to this group of mushrooms in eastern North America. Bessette (emer., Utica College) and coauthors are all well-known mycologists, specializing in mushrooms, who have previously authored several other popular books on other groups of mushrooms. The introductory material is brief but appropriate for a field guide treatment of a rather specific, limited group of fungi. The principle sections are made up of the species descriptions and color photographs. The photos are perhaps the best collection of pictures of the Hygrophoraceae that has ever been assembled in print, at least of those species occurring in North America, and are very important for species identification. Approximately 160 species are treated; the fruiting body descriptions are thorough and scientific, complete with spore size and shape, taxonomic authority, synonyms, and etymology, making the book useful for a wide audience. A glossary, a list of additional readings, and an index to common and scientific names support the text. Waxcap Mushrooms of Eastern North America

Yes, another Bessette book—this time on the waxcaps or members of the genus Hygrophorus in the broad sense. This one will appear immediately familiar to those of you who have used the Bessettes’ other focused guides on boletes and the genus Lactarius—North American Boletes (with Bill Roody) and Milk Mushrooms of North America (with David Harris). The innards also are very similar to those of the earlier works, but not entirely.
First the similarities. The book is very attractive in appearance and is of high quality (good binding, few typos), but available only in way over-priced hardback, a practice that I wish Syracuse Press would change so that these useful books could get into the hands of more mushroomers right away. The introductory matter is quite brief—a mere eight pages covering a definition of waxcaps, a review of the North American mycologists who have contributed to our knowledge of these often showy mushrooms, the key macroscopic characters of mushrooms in Hygrocybe and Hygrophorus (the two waxcap genera recognized in the book), the edibility of waxcaps, and a short summary of some other mushrooms that could be mistaken for waxcaps. The species descriptions (covering 106 species and varieties by my count) follow a standard format—scientific name with authority; short list of selected synonyms; common name; cap, gill, and stalk features; selected microscopic features, occurrence (habit, habitat, distribution, season, and commonness); edibility; and miscellaneous observations (comments). The descriptions are arranged by the two genera, first Hygrocybe and then Hygrophorus, and then alphabetically within each genus. As usual, the photographs are grouped together (another practice that I wish the Press would discontinue) and they follow the descriptions section. The photos, often more than one per species, are arranged by Hygrocybe, Hygrocybe chameleons (with no explanation of why that term is used and how changeable a species needed to be to warrant inclusion in the category), and Hygrophorus. Within each of these three groups, the species are organized by general coloration to facilitate comparison of similar species. As usual for Bessette books, the photographs are, with few exceptions, of very good to excellent quality. Photographs of two unidentified species, a glossary, resource/reading list, common names index, scientific names index, and list of photo credits complete the book.
I noted three major differences from the two comparable books mentioned above. First, this one covers only eastern North America, not the whole continent. Second, the photos are admirably larger (mostly about 13 x 9 cm). Kudos to the Press for that. Third, and rather surprisingly, there are no keys and, in fact, really no indication of how the authors intend the book to be used (presumably mostly in picture-matching mode or as a reference once a specimen has been keyed out elsewhere). While I don’t believe that all mushroom guides need keys, one like this with a narrow taxonomic focus and that purports to contain pretty much every species one is likely to find, does need them.
Another major thing I think should have been included is a discussion of the evolving taxonomy of these mushrooms. Using only the genera Hygrocybe and Hygrophorus is reasonable, given the intended audience (mostly amateurs without access to tools such as microscopes). However, it would have been exceedingly helpful to give readers a preview of where things are headed in this DNA-sequence-heavy period of taxonomic activity. For instance, descriptions of the other genera that contain, or will contain, many of the species in this book—such as Camarophyllus, Cuphophyllus, Gliophorus, Humidicutis, and Hygrotrama—should have been included. In cases where the transfers have already been made or are likely to be made in the near future, those names could have been included in the Observations sections of the species in question.
Another, less obvious, difference from many previous Bessette books is that the comments in many of the Observations sections are more substantial and generally more useful. Some, however, still are much too skimpy. For instance, the Observations for Hygrophorus tennesseensis fail to even mention the exceedingly similar-looking, H. bakerensis (the photos on page 147 show them to be pretty much dead ringers), much less offer a critical comparison of the two (which, it has been suggested, might be conspecific).
The book contains occasional minor errors such as giving C.H. Kauffman’s first name as Charles (it was Calvin) and including the no longer necessary :Fries in many of the authorities. Although some of the species are unfamiliar to me and I did only a cursory check, I didn’t notice any obvious errors in identifying the photos. However, two of them did cause me to raise an eyebrow—Hygrocybe squamulosa (A) looks awfully different from the (B) and (C) photos of the species and the cover photo strikes me more as Hygrocybe miniata than H. coccinea (the interior documentary photo for H. coccinea is of the same collection). Although probably of little importance to most users, more significant errors occurred in the authors’ attempts to transfer a large number of species from Hygrophorus to Hygrocybe. In order to be published validly, new combinations (transfers) must include reference to the original name given to the fungus and where its original description was published. This was not done and so none of the new names are valid. In addition, had they been published validly, about half of them would have been superfluous as the transfers have already been made by others (in some cases, after the manuscript for this book had been submitted).
If you live in the East, want to identify most of the mushrooms you find or have a special fondness for waxcaps, and can afford the steep price, you should get this book. For those in the West, it will be harder to justify the expense, but I still recommend it as many of the species extend to our part of the continent. If you’re thinking about waiting for the paperback edition, don’t hold your breath. It took 10 years for Syracuse Press to release the paperback version of North American Boletes.
