Read it

It's a great analysis of a fractured relationship between the three countries and made more interesting because of the inside knowledge the writer shares in many circumstances described in the book. I was absorbed in the book but felt some of the ideas on the way forward at the end of the book were a bit 'American" It's a great book though and will recommend it to anyone interested on the subject.

A great book. There's so much happening in it that it sometimes reads like a work of fiction. Id call it a must read for anyone interested in the history of the never ending conflict between India and Pakistan. A good read, that educates as well...a rare occurrence. Should warn a potential reader that it can occasionally get confusing, as there's so much going on

Good from history point of view. Recommendations made are unworthy of credit.

Bruce O Riedel does not need any introduction. His experience speaks in the book. So far as narration of facts and conclusion drawn are concerned, they are impeccable. But the last portion where he displays that India should make more concession is unreasonable. The net sum of the book is: "Pakistan is a rogue state, it cannot be reformed but India should make more compromises". Why? Are we under some kind of debt to Pakistan? 22% population went away with 30% of our land,.

In Things Fall Apart, Byman and Pollack, both Washington policymakers now affiliated with the Brookings Institution, provide informed speculation on the local and regional fallout from an Iraqi civil war.

Their approach, while theoretical, is grounded in a sound knowledge of history. The authors first explore patterns of past civil wars, consequences of spillover, and policy options the U.S. government might have adopted to counter such trends. Then, they offer well-referenced case studies of other civil wars: Afghanistan, Congo, Lebanon, Somalia, and Yugoslavia, examining many of the same patterns and consequences.

For policymakers, the relevance of Things Fall Apart is in its recommendations should Iraq descend into civil war. Byman and Pollack advocate neither the picking of winners nor dumping the problem on the United Nations, which is ill-equipped to handle violent conflicts.

Nor, the authors argue, should Washington support the partition advocated by Senator Joseph Biden and former ambassador Peter Galbraith. Despite the sectarian and ethnic violence, the authors argue, Iraq's population remains sufficiently mixed that any partition would precipitate rather than resolve violence. In the event of all-out civil war, the authors recommend that Washington resist the temptation to intervene on humanitarian grounds in Iraq's population centers. Protecting cities takes a massive investment of troops, and as the U.N.'s Bosnia safe-haven experiment demonstrated, half-hearted interventions can tragically backfire.

Rather, the authors suggest that Washington should endeavor to stabilize the region in order to prevent spillover. This means making clear to Tehran what behavior it is unwilling to tolerate and persuading the Kurds that they should not declare independence, since secessionism can be infectious. The U.S. government might also offer incentives to neighboring states to prevent their intervention and impose sanctions on those who do. To facilitate diplomacy and better manage crises, Byman and Pollack recommend the establishment of a permanent contact group with officials from neighboring states. They acknowledge that the Pentagon will need to remain poised to strike at terrorist centers and might assist in creating refugee "spill basins," or safe havens, along Iraq's borders to contain refugee flow.

About the Author

Hollie Russon Gilman served as policy adviser on open government and innovation in the Obama White House Office of Science and Technology Policy. She is a Postdoctoral Research Scholar atColumbia University's School of International and Public Affairs and a fellow at New America and Harvard's Ash Center for Democratic Innovation andGovernance. 

She holds a PhD from Harvard's Department of Government and AB from the University of Chicago in Political Science.  She is a Fulbright and AAAS Fellowship recipient and has served as an advisor and research consultant to leading organizations including the Case Foundation, Center for Global Development, Google.org, Open Society Foundation, and World Bank Institute.

In this book Raymond L. Garthoff, a participant in the crisis deliberations of the U.S. government, reflects on the nature of the crisis, it's consequences, and it's lessons for the future. He provides a unique combination of memoir, historical analysis, and political interpretations. He gives particular attention to the aftermath and "afterlife" of the crisis and to its bearing on current and future policy. In the first edition of the book in 1987 the Garthoff presented a number of facts for the first time. Since then, more information has become available, particularly form Soviet sources, in part from conferences in which Garthoff participated but even more from individual interviews and research. This new information, much of it presented here in this volume for the first time, helps to fill in gaps in our knowledge about events and motivations on the Soviet side. More importantly, it enlarges our understanding of the crisis interaction.
