A Masterful Work

John Hudak is a top-notch objective scholar at the Brookings Institution. He offers an exceptional work of social science here.

This is an important and clearly written book about a vital yet often misunderstood part of American democracy

"Presidential Pork" illuminates a big question, "How powerful is the President of the United States?" According to "Presidential Pork", the president is more powerful than typically thought. While most have long recognized Congressional powers of earmark spending, few have realized that the president and his agents have so much latitude in directing billions of dollars of spending for electoral purposes.

This appropriation pattern isn't just limited to one party. Hudak finds (with careful scholarly nuance) that presidents from both sides are likely to allocate more money to swing states than to states that tend to award electoral votes to the president's opposing party.

A Must Read for Anyone Interested in the Presidency!

Hudak provides an insightful argument into the ways in which presidents can influence outcomes in swing states with key distributions of various grants/funds. This piece is not only well written from a political science point of view but is easily accessible for every reader to understand how presidents use pork barrel spending to influence elections. Hudak systematically breaks down preconceived notions about Congressional pork barrel spending and provides a different lens that sheds light on how our nation's highest office has more influence over the distribution of funds than our Congressional leaders. This timely piece will surely serve as the basis for future studies of the Presidency and could not have come at a more critical time. As billions are being spent by PAC's with anonymous donors, Hudak paints a picture that is both terrifying and re-assuring. By shedding light on the problem, Hudak is the first to show the dangerous effects that can come about as a result of presidential discretion on spending. Furthermore, his insight provides practical ideals which can limit such behavior and ultimately prevent such abuse.

Protecting What Matters: Technology, Security, and Liberty since 9/11 presents a thoughtful array of views on one of the critical issues of our time: balancing privacy and civil liberties with heightened security concerns in the wake of the September 11, 2001 terrorist attacks. In a learned and lucid introduction, Clayton Northouse displays an impressive legal, moral, and philosophical mastery of the various debates regarding national security and civil liberties. Beginning with an overview of the aborted 2001 Pentagon program TIA (Total Information Awareness), which planned to create an enormous database aiming to "provide the government with an all-seeing eye on the world," (3) the book's introduction discusses government attempts to strengthen national security, efforts that culminated in the 2001 PATRIOT Act. Northouse's introduction also situates our current debates about national security in the context of some two hundred years of American history. Beginning with President Adams' notorious Alien and Sedition Acts of 1798, and reviewing similar actions taken by President Lincoln during the Civil War, the US Congress in 1917 in the midst of the World War I, and President Roosevelt in the tense weeks after the Pearl Harbor bombings, Northouse shows how in times of acute threat to American security, our government has repeatedly taken measures, often viewed as impulsive and myopic by the gaze of history, to increase surveillance, detain or persecute `threatening' people, and allow for stronger executive powers. In our ADHD media culture where catchy sound bites by slick politicians and entertaining on-screen spats between well-heeled partisans pass as genuine debate, Northouse reminds us that current efforts to balance our fundamental needs for collective security and individual rights have strong roots in our country's rich history. The implicit message here seems to be that our past has much to teach us, if we would only listen.

The high points of this consistently engaging book are the closing chapters written by Senators John Kyle (R-AZ) and Russ Feingold (D-WI) assessing the constitutionality and effectiveness of the PATRIOT Act. Senator Kyle offers an intelligent and impassioned defense of government actions to defend the American people in a time of unprecedented danger. Senator Feingold, in an equally thoughtful piece, presents his strong objections to the PATRIOT Act, while simultaneously emphasizing the need to provide robust security for our country. In sum, Northouse has assembled an intelligent and energetic army of scholars, lawyers, policy makers, and government officials to do battle over one of the most pressing concerns in the post 9-11 world. In sum, Northouse's work raises the level of debate in our country while simultaneously demonstrating the need for further dialogue, sharper analysis, and more effective legislation in addressing a central issue of our time.

Excellent Critique of British Orientalism

“Reading Arabia” does an excellent job of unpacking the cultural imaginary of the Arab world during the period 1880-1930. Long draws upon discourses of mass culture and psychoanalysis in order to examine the works of writers Burton, Doughty, Graham, Pickthall and T.E. Lawrence. What I particularly enjoyed about “Reading Arabia” is Long’s analysis of objects and sources that surround the primary text of these writers’ works, such as ads for soap, travel guides, newspapers and other forms of popular literature of the time. These commodities of consumer culture provide a pathway into the West’s imaginary of the Arab world. The following passage, which I paraphrase here, illustrates Long’s method of research: we should not try entering the front door of the storehouse of Orientalism. Rather, we should look to the unconscious (the unexpected places and things) as a way to unpack and map the symptoms of Orientalism. For example, Long explains how Robert Cunninghame Graham’s novel "Mogreb-el-Acksa" expressed anti-imperialism and anti-Orientalism. At the same time, Graham needs (and even favored) Western’s discourse of popular literary forms of writing for working and middle-class readers in order to express his stance on Empire. But probably the best example is the archive photos of Burton, Graham, Pickthall, and T.E. Lawrence used in the conclusion of “Reading Arabia.” Here, Long carefully examines how their fashion connects to the West’s fantasy of the Orient. Although the texts analyzed in this project are from the period of the late nineteenth and early twentieth century, “Reading Arabia” speaks to our current moment. I was fortunate to have taken Long’s course on Realism and the fin de siècle as a graduate student at Claremont Graduate University, so I was quite excited to read the issues and topics from the course at work in “Reading Arabia.” I highly recommend Long’s book, especially for students interested in postcolonialism, Empire studies and psychoanalysis.

The Second Coming of Paisley is the first book to examine the relationship between the Reverend Ian Paisley and leaders of the militant wing of evangelical fundamentalism in the United States. Jordan convincingly demonstrates that it was exposure to the ideas and principles of leaders of the Christian right such as Carl McIntire and Billy James Hargis that enabled Paisley to develop a militant brand of politicized religious fundamentalism that he used with remarkable success to block the advance of civil rights for Northern Ireland’s Catholic population.

Well Written, with new perspectives on Paisley

In The Second Coming of Paisley: Militant Fundamentalism and Ulster Politics (Syracuse University Press, 2013), American historian Richard Lawrence Jordan provides us with some insights that are relevant for today - both for understanding the Rev Ian Paisley, and for coming to grips with unionist perspectives on religion and politics.
With a title like The Second Coming of Paisley, readers might assume this refers to Paisley's seeming about-face in 2007, when he became First Minister of Northern Ireland after compelling his Democratic Unionist Party (DUP) to share power with Sinn Fein in the Executive of the Northern Ireland Assembly.
But this is not the case. Jordan's primary focus is on the late 1960s and early 1970s, when, he claims, Paisley became much influenced by American fundamentalism and its response to Martin Luther King Jr and the civil rights movement. Jordan argues that American fundamentalist preachers and political activists ultimately inspired him to take a more pragmatic approach to his religion -thus compromising aspects of his theology for the sake of political gain.
This, of course, allows us to see how Paisley's latter-day entry into power-sharing is a logical extension of multiple small, `compromising' decisions taken over many years. But unlike some who have studied Paisley, such as sociologist Steve Bruce, Jordan doesn't see Paisley's willingness to compromise as somehow exonerating him of responsibility for what other observers feel is a central role in the Troubles. On this, I'll let Jordan speak for himself (p. 11):
"Without the onset of civil rights activism and O'Neillism, Paisley's campaigns would have remained religious in focus and the advent of Free Presbyterianism would have been a minor historical incident that linked the Calvinism and revivalism of the British Isles with the militant fundamentalism that emerged in North America. Moreover, without the influence of American militant fundamentalism, there would have been no Paisleyism. Even more important, it is possible to argue that the communal fighting would not have taken place if Paisley had chosen to ignore the Northern Ireland civil rights movement and that civil rights activism would have been less radical if "Paisleyite" activities had not made it difficult for Terence O'Neill to implement political and economic reforms. Without Paisleyism, it is safe to say, the "Troubles" would have unfolded very differently - if they unfolded at all."
Jordan is not the first scholar to note the links between Ulster and American Protestant fundamentalism. But this is the first book to look at Paisley's relationships with key American figures in great depth and to argue that his observations of the American civil rights movement had far-reaching consequences for Paisley's religious/political development. Jordan asserts that: "Militant fundamentalists argued that a plot existed to use integration, civil rights agitation and black street violence to destroy America's Protestant churches and establish a godless America" (p. 169) - an argument that sounds very much like what Paisley had to say about nationalism, republicanism, the civil rights movement, Catholicism and ecumenism in Northern Ireland.
Jordan also highlights Paisley's relationships with segregationists and anti-civil rights campaigners like the Bob Joneses (Chris Donnelly has posted here recently on Ian Paisley Jr's high regard for the Joneses), General Edwin A. Walker (who utilized John Birch Society material in writing materials for soldiers and advised soldiers how to vote in American elections), and Georgia Governor Lester Maddox, who "had prevented African Americans from eating at his Pickrick restaurant in Atlanta, chasing them into the street with hand guns and ax handles" (p. 193).
Paisley's Protestant Telegraph reprinted Maddox's speech to the Christian Crusade convention in 1967, where, Jordan writes:
"Maddox called the racial rioting across American cities a Communist conspiracy abetted by liberals within the US government. By devoting nearly half of his bimonthly eight-page paper to Maddox's speech, Paisley signalled his whole-hearted endorsement of Maddox's position and intimated that such a scenario could happen in Northern Ireland if the O'Neill administration did not stamp out the civil rights and Republican movements. It is conceivable that admiration for such Christian politicians strengthened Paisley's resolve to enter politics" (p. 194).
Further, Jordan shows that Paisley and his American fundamentalist brethren saw themselves on a joint, international crusade against the various forces that would destroy Bible Protestantism if left unchallenged. Paisley's actions in Northern Ireland, including time spent in jail for disturbing the peace at his pickets, were widely reported among the American fundamentalist press and deemed examples of the persecution of true Christianity.
Jordan also notes that Paisley was attending the annual Bible Conference held at Bob Jones University when Martin Luther King Jr was assassinated. Jordan admits that "Paisley has never publicly stated that the events of the American civil rights movement influenced him" (p. 199). But he argues that after King's death, Paisley returned to Ulster with a new sense of purpose and was willing to adopt even more militant tactics to ensure that what happened in the US did not happen in his backyard. Raising awareness of - and questions about - Paisley's relationships with American fundamentalists is the most valuable contribution of this book.
Beyond that, there is plenty in the book for those looking for deeper historical connections between the US and Ulster. For example, a major portion of the book is devoted to historical analysis of the development of fundamentalism in both contexts. In this, Jordan painstakingly discusses the influence of Calvinism and revivalism, introducing us to figures such as C.H. Spurgeon, James Glendinning, William Tennett, Henry Cooke, Roaring Hugh Hanna, Charles Finney, Dwight Moody, John Nelson Darby, W.P. Nicholson, J. Ernest Davey, and William Jennings Bryan.
Interestingly enough, Jordan covers some of the same ground traversed in the BBC's recent documentary, An Independent People: The Story of Ulster's Presbyterians. In linking Paisley's career to the wider Ulster-American Presbyterian world, Jordan demonstrates that Paisley should not be seen as an isolated, unrepresentative figure, but rather that he is very much a product of this environment. As Jordan writes: "Paisleyism was the end product of the religious and political history of Ulster outlined to this point" (p. 90).
In the final chapter, titled "The Second Coming: Paisley and the `Civil' Religion of Democratic Unionism," Jordan turns to more recent history and offers his take on why Paisley seemingly changed his mind in 2007. After detailing numerous examples of Paisley and the Democratic Unionist Party's pragmatism over the years, Jordan agrees with theologian Patrick Mitchel's argument that "Paisley's political shift has theological underpinnings" (p. 260).
This follows a line Jordan had taken throughout the book:
Paisley started his public religious life as a "premillennialist," a theological position that essentially assumes that political action is pointless because God is going to "rapture" away true believers, only to then destroy the world through great tribulations.
But Paisley has now essentially become "amillennialist," a position which assumes political action can be ordained by God and that changing the world is just as (or more?) important than saving souls. This, Jordan argues, is reflected in the wider world of Ulster fundamentalism/evangelicalism (p. 257):
"[Paisley's] pragmatism exposed a trend that had been redefining Ulster's evangelicalism since the revivalism of the nineteenth century: the abandonment of hyper-Calvinism and the acceptance of earthly solutions to man's depravity and the work of the Holy Ghost."
The Second Coming of Paisley is well-written and offers some new perspectives on the early career of Paisley, his relationships and influences, and the complex links between religion and politics in the US and Ulster.

Clearly written; Required reading for any American of "Scotch-Irish" descent, & helpful to those who have found Irish-English politics too arcane and polarized to get into, as i did. I met the author, and stumbled upon the book. !
