Hal Brands teaches in the Sanford School of Public Policy at Duke University. He is the author of three books on U.S. foreign policy and grand strategy, most recently What Good Is Grand Strategy? Power and Purpose in American Statecraft from Harry S. Truman to George W. Bush (2014).

Jeremi Suri is the Mack Brown Distinguished Chair for Leadership in Global Affairs at the University of Texas at Austin, where he is a professor in the Department of History and the Lyndon B. Johnson School of Public Affairs. He is the author or editor of six previous books on international affairs, including Foreign Policy Breakthroughs: Cases in Successful Diplomacy (coedited with Robert Hutchings) and Liberty's Surest Guardian: American Nation-Building from the Founders to Obama.

Fans of Neustadt and May's classic Thinking in Time: The Uses of History for Decision-Makers will be particularly interested in this new collections of essays on how leaders' understanding of the past shapes their policy decisions. Brand and Suri set the tone with their useful introductory essay, noting history is most useful to policymakers who study trends and tipping points, rather than attempt to draw specific analogies. Failure to account for context and specific situations can easily lead to policy failure.

Later essays apply similar analysis to a broad range of topics. Thomas Mahnken assesses post-Cold War attempts to apply containment to new targets, including Iraq, Iran, and China. Michael Cotey Morgan assesses the lessons from the nineteenth century British anti-slavery campaign to today's humanitarian interventions, arguing successful intervention requires operating with an eye to political realities. Jennifer D. Miller outlines the role of historical memory in shaping Japanese political constraints on military expansion and acknowledging imperial-era abuses.

Instructors will find three essays particularly useful for broadening students' understanding of policymaking realities. Mark Atwood Lawrence's superb essay, "Policymaking and the Uses of the Vietnam War" catalogs the wide range of lessons different political groups have drawn from America's involvement in Vietnam, detailing how policymakers have built diametrically opposed policies on their interpretations of the same events. William Inboden's "Grand Strategy and Petty Squabbles: The Paradox and Lessons of the Reagan NSC" explores how a dysfunctional NSC was nevertheless able to produce successful policy (for a time). Finally, Philip Zelikow's "The Nature of History's Lessons" explores the role of leaders' own personal experiences in shaping their expectations and outlook. Zelikow's account is informed by his own experiences as a historian on the NSC staff in the wake of the September 11 attacks.

In short, Brand and Suri's anthology provides a fascinating set of insights into the relationship of the past and today's policy makers' decisions. Strongly recommended.

"Bridget" was the Irish immigrant service girl who worked in
American homes from the second half of the nineteenth century
into the early years of the twentieth. She is widely known as a pop
culture cliché: the young girl who wreaks havoc in middle-class
American homes. Now, in the first book-length treatment of the
topic, Margaret Lynch-Brennan tells the real story of such Irish
domestic servants, often in their own words, providing a richly
detailed portrait of their lives and experiences.
Many of the socially marginalized Irish immigrant women of
this era made their living in domestic service. In contrast to immigrant
men, who might have lived in a community with their fellow
Irish, these women lived and worked in close contact with
American families. Lynch-Brennan reveals the essential role this
unique relationship played in shaping the place of the Irish in
America today. Such women were instrumental in making the Irish
presence more acceptable to earlier established American groups.
At the same time, it was through the experience of domestic service
that many Irish were acculturated, as these women absorbed
the middle-class values of their patrons and passed them on to
their own children. Drawing on personal correspondence and
other primary sources, Lynch-Brennan gives voice to these young
Irish women and celebrates their untold contribution to the ethnic
history of the United States. In addition, recognizing the interest of
scholars in contemporary domestic services, she devotes one chapter
to comparing "Bridget's" experience to that of other ethnic
women over time in domestic service in America.

I loved this book.My grandmother was a domestic in NYC for 4 years after she landed at Ellis Island. I could envision her world at that time while reading the chapters.

Letters Illustrate Irish Women's Domestic Service

Margaret Lynch-Brennan, a woman of Irish descent, researched Irish immigrant women who worked as domestics in the northeast United States. Using letters written by the women servants, she compared images of life in Ireland during the famine with life for these women after they gained employment in their US employers' homes.

In addition to photographs of these women in their youth, the text illustrates their stories. Many came to work at the ages of 12-14 and often stayed with the same family for years. Their history comes alive as Lynch-Brennan shows them through their own words gleaned from their many letters to each other and to family in Ireland. But even though they had to live in attics or cellars, work long hours, and entertain their guests in the kitchen, these Irish women maintained a strongly optimistic attitude and even became defiant if their employers asked too much of them.

Many experienced religious discrimination as their employers did not appreciate employing Catholics who wanted to take time off to go to church. But the Irish Bridgets maintained their staunch independence by attending church, going to dances to see their friends and relatives, and writing the letters that inspired this book.

Well Written. Well Researched.

My grandmother emigrated from country Mayo to the UK, then sold her mother's linens to book passage from Liverpool to New York. She came to the US to work in domestic service. This book helps put her experience in perspective as part of a larger wave of emigration, provides some context for the life she left and the life she came to, and traces possible impact of this courageous group of immigrants. Thanks to the author for taking on the topic.

To answer these questions, Paul Peterson sets forth two theories of federalism: functional and legislative. Functional theory is optimistic. It says that each level of the federal system is well designed to carry out the tasks for which it is mainly responsible. State and local governments assume responsibility for their area's physical and social development; the national government cares for the needy and reduces economic inequities. Legislative theory, in contrast, is pessimistic: it says that national political leaders, responding to electoral pressures, misuse their power. They shift unpopular burdens to lower levels of government while spending national dollars on popular government programs for which they can claim credit.

Both theories are used to explain different aspects of American federalism. Legislative theory explains why federal grants have never been used to equalize public services. Elected officials cannot easily justify to their constituents a vote to shift funds away from the geographic area they represent. The overall direction that American federalism has taken in recent years is better explained by functional theory. As the costs of transportation and communication have declined, labor and capital have become increasingly mobile, placing states and localities in greater competition with one another. State and local governments are responding to these changes by overlooking the needs of the poor, focusing instead on economic development. As a further consequence, older, big cities of the Rust Belt, inefficient in their operations and burdened by social responsibilities, are losing jobs and population to the suburban communities that surround them.

Peterson recommends that the national government adopt policies that take into account the economic realities identified by functional theory. The national government should give states and localities responsibility for most transportation, education, crime control, and other basic governmental programs. Welfare, food stamps, the delivery of medical services, and other social policies should become the primary responsibility of the national government.

Okay: this is beach reading only if you're a policy wonk. But that doesn't mean the average voter won't find it an informative, even accessible, book that goes to the heart of the current talk about block grants, unfunded mandates, the deficit and more. After a whirlwind overview of American federalism, Peterson offers two theories of the fiscal relationships between national and local governments. Functional theory posits that different levels of government are best suited to different kinds of funding: for the national government, that's redistributive programs (e.g., welfare, SSI), which it can apply evenly across the country; developmental programs (e.g., roads, buildings) are best left to local governments, which respond more efficiently to local needs. The cynical legislative theory suggests the opposite: the national government (read congressmen) will prefer to legislate popular development projects for constituents (aka pork) while leaving unpopular redistributive projects to the states. Peterson argues that if legislative theory best explains federalism from 1957 to 1977, functional theory is increasingly the norm now and should continue to be. On the one hand, pork is losing popularity, as functional theory says is best. Contrary to the theory's prescriptions, however, is the idea of giving states control over redistributive programs, which, Peterson says, will result in every state trying to cut welfare in order to discourage an influx of the poor. Seen in the perspective of 220 years of American history, the balance between the federal government and the states appears to involve the relentless accretion of power, resources, and responsibility to the national level. For any given generation of policymakers, however, this sense of inevitability evaporates in the heat of their immediate struggles over who does what and, perhaps even more importantly, which level of government pays the bills.

Price of federalism is a good title

This is a fine readable study of expenditures, mechanisms, motivations and history of our system of federalism. States are still viable in spite of increasing federal power. In spite of growing power of the federal government there are still differences between states,
they still have some choice and control of their own destinies. Peterson's premise is that States are best suited to handle development expenditures while the federal government is best situated to handle expenditures designed for redistribution of resources. There's little analysis of the motivations for redistribution nor the growth to where such expenditures swamp out all others.

There are academic discussions of nullification and what the writer calls functional theory and
legislative theory. Legislative federalism is growing at the expense of the other. Peterson points out that modern federalism began with the New Deal. The welfare state originated with the ND and greatly expanded in the late 60s.

Observations include that significant legislation needs consensus. I think that recent events have shown this to be arguable. Big cities are the Achilles heel of federalism as cities are unable to cope with the expanding of the poor. The NY bailout changed public perception of aid programs with funding dropping ever since. The book asks whether welfare is a race to the bottom. Problems include expansion of cities, polarized constituencies, and growing inequality. In trying to balance between justice to poor and overcompensation, cities struggle to avoid becoming welfare magnets.

In an interesting diversion into the politics of redistribution, Peterson contrasts the welfare policies of Robert Reich and Alice Rivlin during the Clinton administration. He calls Reich a "morning glory', while Rivlin's influence became a "longer lasting oak."

This is a very fine introduction to many concepts of the philosophy involved in our federalist form of governance, but badly in need of a revised edition. It would certainly have merited 5 stars in 1995, but now at least 1 less for lack of longevity.

Abowd's anthropological approach brings both color and great attention to the symbolic and human dimensions of the tensions in daily life. His apt analysis of signage in public spaces and the salience and physical condition of sites and objects he studies are matched by astute observations regarding the tone of voice, body language, and silences of his interviewees. The city comes alive with his sympathetic and critical dissection of both the particular and the general. The overall result is to cause a longtime student of the city, like me, to reexamine existing assumptions and conclusions in order to incorporate Abowd's insights. (Journal of Palestine Studies)

Surprising sensitivity

This book provides so much well researched and new information about the recent history of Jerusalem that it deserves high praise for that reason alone. What makes it extraordinary is the author’s sensitivity to the anguish of his subjects, reflecting a rare feminist consciousness. I cannot recommend it highly enough!

A Rather Slippery Scholar

In a recent radio interview on Boston's tendentious and ahistorical "This Week in Palestine", Mr. Abowd posited some truly absurd notions, not least of which claimed that Palestinian land seized in the 1948 was "stolen" by the new state of Israel. Mr. Abowd failed to mention that Israel, fighting a defensive war on 3 fronts against 5 Arab armies including Palestinian Arabs led by Abdel Khader al Husseini with the expressed intention of massacring every Jew on the land, established the office of Custodian of Absentee Property which not only acknowledged prior Arab ownership of land and housing, but as of the end of 1993, a total of 14,692 claims had been filed, claims had been settled with respect to more than 200,000 dunums of land, more than 10,000,000 NIS (New Israeli Sheckels) had been paid in compensation, and more than 54,000 dunums of replacement land had been given in compensation. In contrast, of Jewish property in all 22 Arab countries which had been seized (and remember most of these countries were not even parties to the conflict ), expelled Jews from these lands (unmentioned by Mr. Abowd) exceeded the number of Palestinians who fled or were expelled. Nor is Mr. Abowd particularly charitable to aboriginal rights when he attempts to erase Jewish prior claim to the land by citing "only" a 2000 year claim under the Second Temple. He continually scores Jewish "ideologues" without once mentioning Muslim extremists. One telling indicator of a book's bias is whether an author mentions the name Haj Amin al Husseini, Jerusalem's Grand Mufti, Hitler's ally and fellow implementer of The Holocaust who has been referred to as the "George Washington of Palestinian Nationalism". Predictably, Mr. Abowd does not mention this pivotal figure and war criminal even once. If his book is history, then pigs can truly fly.
