About the Author
Richard J. Joseph is a senior lecturer in federal income taxation at the University of Texas at Austin. He is coauthor of Prentice Hall's Federal Taxation series and has published numerous articles on tax equity, the consumption and flat taxes, the theory of contract formation, and U.S. foreign policy.

Can't believe the price on this one. He says that Taft proposed the Sixteenth Amendment, totally glossing over the fact that a president needs to have Congress pass an amendment first. Not including the prologue and epilogue the book is less than 100 pages (!). Contains a lot of the author's musings, and very little concrete historical information. Useful as a paperweight.

Professor Joseph brings to life the legislative history of the early American income tax through a lively and compelling narrative. This book is thoughtful, well-written, and interesting.

The author sheds light on the social and political basis for the Income Tax Act of 1894, which lay the foundation for the modern American income tax. The focal point for most legislative historians has been the Income Tax Act of 1913. By shifting this focus to developments of the 1890s, the author offers a novel perspective on the emergence of an institution that redistributes national wealth.

The author's drawing a conceptual and historical connection between the Congressional debates of the 1890s, and the structure of the modern American income tax is well done. His narrative on the development of the US system of corporate taxation is exceptional.

My main criticism is that the book relies too heavily on transcripts of Congressional debates. But then again, the book represents a "legislative history," the authority for which is the Congressional debates.

A brilliant socioinstitutional analysis of the Origins of the American Income Tax

A very insightful and thoughtful legislative history of the structure of the US income tax. The author explores the intent, rationale, and effect of early US income tax legislation. What is unique and original about this scholarly work is that Professor Joseph looks to the 1890s, when the income tax was actually structured, not the 1910s, when Congress endorsed this structure and built an entire fiscal institution upon it.

The layman might confuse this book to be merely a recollection of a controversial Congressional debate. But it deserves greater scrutiny. This could well be the first neo-Marxist analysis of the socioeconomic underpinnings of an American institution that both appropriates and distributes national wealth. Through his eloquent exposition, Richard Joseph insightfully suggests that the American income tax emerged as a result of intense class conflict. Read this book carefully, or you will miss the point entirely.

Intellectual, insightful, and well-presented.
