Faith is one of fourteen women living on Syracuse’s Southside, a predominantly African-American and low-income area, who took photographs of their environment and displayed their images to facilitate dialogues about how they viewed their community. A Place We Call Home chronicles this photography project and bears witness not only to the environmental injustice experienced by these women but also to the ways in which they maintain dignity and restore order in a community where they have traditionally had little control.

To understand the present plight of these women, one must understand the historical and political context in which certain urban neighborhoods were formed: Black migration, urban renewal, white flight, capital expansion, and then bust. Ducre demonstrates how such political and economic forces created a landscape of abandoned housing within the Southside community. She spotlights the impact of this blight upon the female residents who survive in this crucible of neglect. A Place We Call Home is the first case study of the intersection of Black feminism and environmental justice, and it is also the first book-length presentation using Photovoice methodology, an innovative research and empowerment strategy that assesses community needs by utilizing photographic images taken by individuals. The individuals have historically lacked power and status in formal planning processes. Through a cogent combination of words and images, this book illuminates how these women manage their daily survival in degraded environments, the tools that they deploy to do so, and how they act as agents of change to transform their communities.

K. Animashaun Ducre is assistant professor in the Department of African American Studies at Syracuse University. Ducre and her colleague Linda Carty were awarded a grant from the Ford Foundation to expand the curriculum around themes of gender and environmental justice. A committed advocate for environmental justice for over a decade, she worked as a toxics campaigner for Greenpeace for four years.

Pritchard, a former envoy to North Korea, writes that a sensible diplomatic approach to dictator Kim Jong-Il would have eliminated his nuclear program, then carefully recounts 15 years of diplomatic maneuvers that failed to achieve this. Readers with the persistence to finish will learn a great deal. The story begins with a 1994 agreement between America, its allies and North Korea. In exchange for the North Koreans dismantling a plutonium reactor (purportedly being built for electricity) under international inspection, the allies would build two proliferation-resistant light water reactors and ship fuel oil to the country to tide it over. Taking office in 2001, President Bush denounced that agreement as a bribe that rewarded bad behavior. We don't negotiate with evil; we defeat it, added his vice-president. Hurling insults in return, Kim resumed North Korea's nuclear program; 2006 saw both a missile and a bomb test. Pritchard supports his argument with extensive quotes from communiqués, speeches and diplomatic exchanges plus detailed explanations of the subtleties of Asian diplomacy and much less subtle views of Bush hard-liners. The author is too diplomatic to express strong feelings, but even readers tempted to skim will detect his depression because he tells a depressing story. (June)

During the past two decades, most large American cities have lost population, yet some have continued to grow. Does this trend foreshadow the “death” of our largest cities? Or is urban decline a temporary phenomenon likely to be reversed by high energy costs? This ambitious book tackles these questions by analyzing the nature and extent of urban decline and growth of large U.S. cities. It includes and integrates five substudies. The first examines urban decline and some of its long-run causes, and whether cities that are losing population are performing their economic and social functions less effectively. The second substudy is a multivariate analysis of factors associated with the growth and decline of 121 large U.S. cities and their metropolitan areas. Although its causes vary, urban decline appears closely related to processes that have both upgraded individual households and generated serious problems for city governments and poor neighborhoods. A third substudy shows that neighborhood decline is part of a systematic process related to the influx of poor households into metropolitan areas. Another substudy simulates five antidecline strategies in a single metropolitan area, that of Cleveland, Ohio, and finds that severe decline (occurring in about one-fourth of large U.S. cities) could be slowed, though not stopped by vigorous policies. From the last substudy it emerges that, even if gasoline prices rose to over $2 a gallon, resulting adjustments by commuters and firms would produce little net centralization of future urban development—though many older neighborhoods would probably be rehabilitated. The book concludes that further losses of population and jobs in most severely declining cities are unavoidable in the near future. Even Southern and Western cities, now growing fast, will find their rate of growth slowing as further annexation of surrounding territory is limited. The book ends with two chapters discussing policies designed both to help declining population and job losses and to minimize such loses in other cities.

About the Author

Bruce Riedel is a senior fellow in Foreign Policy and the Saban Center for Middle East Policy at the Brookings Institution. A longtime CIA officer, he was a senior adviser to four U.S. presidents, and in 2009 he chaired an interagency review of policy toward Afghanistan and Pakistan for the Obama administration. He is also the author of The Search for al Qaeda: Its Leadership, Ideology, and Future (Brookings).

The Real Story

This book is a very careful analysis of U.S.-Pakistani relations, especially over the last forty years. More importantly perhaps it provides the clearest explanation to date of why Pakistan appears to be so ambivalent towards Islamic extremism as manifested in what Riedel identifies as the "Global Jihad" and the Afghan Taliban movement. Indeed he does a brilliant job of guiding the reader through complexities of Pakistani politics and strategy. He makes clear that Pakistan regards India as an existential threat and treats both the Taliban and al Qaeda as pawns in its deadly game against India.

He does a particularly brilliant job describing the drivers of the Pakistani Inter-Services Intelligence (ISI) Directorate in relation to Islamic extremism, Pakistani internal politics, and Afghanistan. The ISI has a very complex agenda, which the U.S. has not always understood, but which always sees India as an overarching enemy.

As a genuine South Asia expert with close to forty years experience, Riedel is especially competent at putting the U.S. involvement in Afghanistan in a regional context. This makes the problems of that troubled country much easier to understand. He builds a pretty convincing case that Pakistani co-operation and constructive involvement is vital to turning Afghanistan into a peaceful, viable nation state. He also identifies Iranian interests in Afghanistan that must be factored into this goal.

Riedel is the model of a professional analyst and for this reason the bulk of this book is descriptive not proscriptive. In his final chapters however he does offer some well informed suggestions on transforming Pakistan into a force for stability in South Asia. He also speculates on the appalling idea of Pakistan turning into an Islamic Fundamentalist State and supporter of the Global Jihad against the U.S. and West in general. This perhaps more than even Afghanistan is why the U.S. must be willing to develop a consistent and effective Pakistani Policy.

Riedel, who spent thirty years as an analyst at CIA also offers up a very good suggestion for the Director of National Intelligence (DNI): the DNI should prepare a quarterly all-source report on Pakistan and its role in counter-terrorism (positive or negative). This suggestion makes a good deal of sense and General Clapper (USAF ret.) would do well initiate such an effort. As Riedel points out the DNI is in the best position to asses Pakistan's behavior and actions. Such a reporting program should inform U.S. policy formulations towards Pakistan.

One final note: Riedel now retired from CIA, notes up front that he is a supporter of President Obama and worked as the campaigns South Asia lead analysts. His political preferences do not alter the validity of descriptions and prescriptions for South Asia. He is first and foremost a professional analyst who has served four presidents loyally and well regardless of party.

Paying the rent to fight the roaches

In 'Deadly Embrace' Riedel offers a concise study of US strategic policy in South Asia, specifically the conflict between Western powers and jihadi groups, as well as issues over ISI duplicity and geopolitical issues relating to the US/Nato campaign in Afghanistan.

Overall this is a very good book and I would recommend it to most audiences. My primary complaint, however, is that, like US policy in the region, this book's thesis straddles a rift between providing analysis and articulating strategy.

Riedel's primary argument is that Pakistan's national security complex, ISI, and frequent military rulers have focused on India, not Al Qaeda and Afghanistan, and because of this strategic bent they have treated jihadi groups such as Lashkar-e-Taieba and the Taliban as assets rather than as security risks. This problem is compounded by United States' inconsistent and at times self-contradictory policies towards the country, which Riedel [convincingly] argues has weakened democracy and intensified the very security dilemma the US finds herself entangled in. Effectively, the US is paying rent to fight the roaches in Pakistan, which is creating diplomatic blowback and reinforcing the problem itself.

Reidel's concluding argument, however, is that US policy should attempt to defuse the security dilemma over Kashmir and engage Pakistani democratic groups in order to isolate and defeat jihadist forces in Pakistan.

For all the book's implicit focus on Pakistani-Indian rivalry and it's clear argument that this dynamic encourages Pakistan to ignore or support LeT and other jihadi groups, it does little to explain Indian geopolitical goals in Kashmir, and because of that glosses over important questions in its own analysis. The author is certainly a towering figure in this field and may not have felt compelled to discuss these topics at an undergraduate level, however I feel that the book suffers for this lack of detail. This leaves the book feeling either 20 pages too long or 40 pages too short. That, however, is not an excuse to ignore the 144 pages at hand.

A Fair Judgement

Bruce Riedel has indeed been in the center of the US South Asia and Af-Pak policy making and intelligence gathering community. So, I think, he very well knows what he is talking about especially in this volatile and decisive time when the US-Pakistani relationship has hit a new low point.

After describing a history of Pakistan with regards to its relationship with India, its militant extremists, and the United States, he argues why Pakistan remains an important case and a very dangerous situation which, if let out-of-control, can seriously threat global stability.

At the time when the two countries (United States and Pakistan) are increasingly suspicious at each other and at a time when the American society is turning more and more exhausted and skeptic of its engagement with Pakistan, someone with the calmness, rationality, and experience of Riedel is needed to remind us of the importance and urgency of constant and continuous American engagement with Pakistan.

Riedel is not a judge nor a politician, for he analyzes the case objectively and points out the flaws of US policy towards Pakistan which has helped bring the Pakistani state to this dangerous point.

As a very smooth read and a short book, I think this is the best way for an American citizen to learn more about what is going on in the Subcontinent in order to better comprehend the challenges and decisions we face as we try to put an end to both the Global Jihad movement and the war in Afghanistan.

About the Author

Stephen Hess is senior fellow emeritus in Governance Studies at the Brookings Institution and Distinguished Research Professor of Media and Public Affairs at George Washington University. He has been engaged in presidential transitions since he was a young speechwriter in the EisenhowerWhite House. He returned to the White House with President Richard Nixon, helped Jimmy Carter reorganize the Executive Office and advised the presidential transition teams of Ronald Reagan, George H.W. Bush, Bill Clinton, and GeorgeW. Bush. His numerous books include Through Their Eyes: Foreign Correspondents in the United States (Brookings, 2005). James P. Pfiffner is professor of public policy at George Mason University. He is the author or editor of ten books on the presidency and American government, including The Character Factor: How We Judge America's Presidents (Texas A& M University Press, 2004) and The Strategic Presidency: Hitting the Ground Running, second edition (University Press of Kansas, 1996). Pfiffner is an elected member of the National Academy of Public Administration and taught previously at the University of California, Riverside, and California State University, Fullerton. A veteran of the 25th Infantry Division (1/8 Artillery), he received the Army Commendation of Medal for Valor in Vietnam and Cambodia in 1970.

A classic book on the American Presidency

This a classic book on American government. It is really strange that nobody has reviewed it on Amazon since it came out in 2002. As Harry Truman once observed government in America is more than simply giving orders. A good President must work with Congress. He or she must also make sure that Presidential orders are in fact carried out correctly by giant government agencies.

Eugene Bardach is professor of public policy in the Richard and Rhoda Goldman School of Public Policy at the University of California at Berkeley.
