About the Author
Paul C. Light is the Paulette Goddard Professor of Public Service at New York University's Robert F. Wagner School of Public Service. His many books include Driving Social Change: How to Solve the World's Toughest Problems and A Government Ill Executed: The Decline of the Federal Service and How to Reverse It. He is also a coauthor of Government by the People, now in its 24th edition.

Great Conclusions, Confusing Presentation

The book was quite interesting in its premise and conclusion, and I very much enjoyed the narrative descriptions of the investigations that Professor Light provided in the book. However, I hesitate to give it five stars, because of the organization of the book itself as well as the way the data was presented. The book jumped between impact, footprint, and demographic information in a way that was confusing and sometimes hard to follow. Maybe it was just me, but I had to keep looking up the difference between impact and footprint every time I picked the book back up. In addition, the data was presented in bulleted paragraphs, with the information in parentheses in the middle of sentences, which I found a bit odd, and it made the data somewhat hard to follow. The data also didn't have great context at times, leading me to have to read some sentences two or three times to get the gist of what Professor Light was trying to say. Overall, the conclusions were fascinating, and the beginning and end of the book were quite good, but I think the way the data was presented makes the middle portion of the book a bit confusing, and does not allow me to give it five stars.
